ED ROSENTHAL RAIDED AND ARRESTED BY DEA

OAKLAND, CA -- Cannabis authority Ed Rosenthal was raided at 6 AM
this Tuesday morning by DEA agents. Several witness said that Rosenthal
was also arrested, but no official confirmation from the DEA has been
forthcoming.

According to reports from California NORML Dale Gieringer and legal
expert, Chris Conrad, the raid was still in progress, as of 10 AM and
no county or state agencies appear to be involved. Unconfirmed reports
indicate top 215 attorney William Panzer will be representing the 55
year-old author of the long-running "Ask Ed" column in High Times and
Cannabis Culture.

The raid appears to be carefully timed to coincide with Asa
Hutchinson's scheduled talk at the Commonwealth Club in nearby San
Francisco.

"It sends a creepy message to the entire cannabis community," said
Steve Kubby, who co-authored "Why Marijuana Should Be Legal," with
Mr. Rosenthal.

San Francisco prosecutors are expressing concern about a
marijuana raid carried out at a cannabis club in the city today by
federal drug agents. An Oakland club was also raided.

Five people were arrested, including the proprietor of the San
Francisco club and one person in Canada.

San Francisco District Attorney's Office spokesman Fred Gardner
said he could supply only a few details, but confirmed that agents
from the U.S. Drug Enforcement Administration apparently
moved in on a Sixth Street club located between Market and
Mission streets early this morning.

The agents also raided the Oakland house of Ed Rosenthal, a
marijuana book author who was believed to be operating a club
from his house, sources said.

In November, San Francisco District Attorney Terence Hallinan
held a news conference in support of a Northern California doctor
whose offices had been raided by DEA agents and specifically
warned federal officials to stay away from a city that has for years
supported physician-authorized use of medicinal marijuana.

"Lay off our marijuana clubs,'' Hallinan said at the time.

He said that since the passage of state Proposition 215 five years
ago the city's system -- in which seriously ill patients whose
doctors feel they can benefit from marijuana to reduce pain or
increase appetite receive official identification cards -- is working.

But federal officials may take a different view of the situation. In
May, the U.S. Supreme Court ruled in the case of the Oakland
Cannabis Buyers' Cooperative that federal anti-drug laws do not
permit an exception for these types of marijuana uses.

U.S. Seeks Decline in Drug Usage

WASHINGTON (AP) -- President Bush set a goal Tuesday of cutting drug abuse by 25 percent
in five years through greater efforts toward prevention, treatment of addicts, and improved law
enforcement.

Bush announced his administration's drug-fighting strategy, which also seeks a 10 percent drop in
illegal drug use in two years.

``We've got a problem in this country: Too many people use drugs,'' he said. ``This is an
individual tragedy, and as a result it is a social crisis.''

The administration says Bush's budget proposal for next year, announced last week, would spend
6 percent more for treatment and 10 percent more for drug interdiction. Overall, $19.2 billion
would be spent on fighting drugs, which would be a 2 percent increase over the current budget.

Bush said some of the most important anti-drug work will have to come not from the federal
government, but from communities, religious groups and families.

He called for ``armies of compassion,'' directed through religious institutions, to send the message
that ``We love you. We love you so much we're going to convince you not to use drugs in the
future.''

The war on drugs has touched the Bush family. Noelle Bush, daughter of Florida Gov. Jeb Bush,
has been admitted to a drug treatment program after being arrested Jan. 29 on charges of trying to
buy Xanax with a fraudulent prescription.

``There is a moral reason for this fight,'' Bush said to lawmakers, ambassadors and anti-drug
officials in the East Room of the White House. ``Drugs rob men and women and children of their
dignity and their character. Illegal drugs are the enemies of ambition and hope.''

While the anti-drug strategy includes some new programs, including a $5 million Parents Drug
Corps, and much of it emphasizes a need to make existing programs more effective.

Among the priorities are identifying people who need treatment but are unlikely to seek it, such as
the homeless; helping recovering addicts stay clean; and doing more to disrupt drug traffickers'
financial and distribution networks.

White House drug policy director John Walters said it also is important to change public attitudes.

``We have to undermine the cynicism that people are always going to use drugs at roughly the
same amount that they're using now. That's not true. And my goal is to demonstrate that's not
true,'' he said in an interview.

The report comes two months after Walters was confirmed for the Cabinet-level post over the
objections of some top Democrats. A protege of former drug policy director William Bennett,
Walters was seen as being more focused on punishing traffickers and fighting drugs abroad than
in helping drug users through treatment programs.

One Democrat who opposed Walters, Senate Judiciary Committee chairman Patrick Leahy, said
he welcomed Bush's call for a ``balanced approach.''

``Drug treatment, education and prevention cut crime and addiction and deserve larger roles in our
drug policy,'' Leahy, D-Vt., said in a statement.

Some advocates of decriminalizing drugs continue to criticize the administration's drug policies.

``It's drug war on autopilot. It's not anything any different than what we've seen,'' said William
McColl of the Drug Policy Alliance, which favors decriminalization.

McColl also criticized the White House's anti-drug advertising campaign, which was broadcast
first during the Super Bowl. The campaign's message is that money used to buy drugs may
benefit terrorists.

``He's barely gotten going, and he's already blaming America's teen-agers for terrorism,'' he said.

Bush repeated the theme Thursday, saying: ``When we fight drugs, we fight the war on terror.''

He said Afghanistan's former Taliban rulers earned money from the opium trade. Most Afghan
opium is sold in Europe and Asia.

Bush's drug strategy was praised by the chairman of the House Judiciary Committee, James
Sensenbrenner Jr., R-Wis., as ``an ambitious, thoughtful and comprehensive plan to fight the
havoc wreaked by drugs in our communities.''
