Jack Straw said in a Green Paper published yesterday that the demand for private military services was likely to increase and it was important to distinguish between the �reputable and disreputable� operator. The Green Paper emphasised that there were �valid and defensible� uses for private military companies. �For a State under threat from armed insurgents or from criminal gangs with a military capability, the first requireme nt is to re-establish its monopoly on violence. The temporary use of a private military company to do this may occasionally be the only realistic option available,� the report said. However, �given the values of modern society, there is a natural repugnance towards those who kill (or help to kill) for money. This applies even if the killing is necessary and is done in a just cause.� Mr Straw�s indication that it may be time for a licensing system comes after the parliamentary outcry over the so-called arms-for- Africa affair in the late 1990s. A London-based company, Sandline, was contracted to provi de arms and personnel to return the ousted President of Sierra Leone to power after a military takeover. The Government was embroiled in an embarrassing row because there was a United Nations arms embargo against Sierra Leone at the time and Sandline claimed that it had acted with the connivance of the Foreign Office. Robin Cook, then Foreign Secretary, was absolved in an inquiry of having had any knowledge of contacts between Sandline and Foreign Office officials. Legislation would require UK firms wishing to accept contracts for military or security services abroad to register with the Government and to notify officials of any contracts. The Green Paper suggested that registered private military companies should also be required to join a trade association and to conform to a code of conduct, including a respect for human rights and the laws of war.
