Millions of dollars of US oil business with Iraq are being channelled
discreetly through European and other companies, in a practice that has
highlighted the double standards now dominating relations between Baghdad and
Washington after a decade of crippling sanctions.  Though legal, leading US
oil service companies such as Halliburton, Baker Hughes, Schlumberger,
Flowserve, Fisher-Rosemount and others, have used subsidiaries and joint
venture companies for this lucrative business, so as to avoid straining
relations with Washington and jeopardising their ties with President Saddam
Hussein's government in Baghdad.....

Halliburton, the largest US oil services company, is among a significant
number of US companies that have sold oil industry equipment to Iraq since
the UN relaxed sanctions two years ago.

Dick Cheney,

US secretary of defence during the Gulf war and now Republican
vice-presidential running mate of George W.Bush.... Mr Cheney is not the only
Washington heavyweight to have been affiliated with a company trading with
Iraq. John Deutch, a former director of the Central Intelligence Agency, is a
member of the board of Schlumberger, the second largest US oil services
company.

WASHINGTON -- In a rebuke to Atty. Gen. John Ashcroft, the nation's
immigration judges are asking Congress to remove their courts from control of
the Justice Department. The judges are particularly concerned about
complaints that America's "core legal values" have been compromised since the
Sept. 11 terrorist attacks, according to a 20-page report sent to Congress by
the union representing the judges.

four times when he was a director of a Texas oil firm in the late 1980s and
early 1990s, according to an internal government report. The document was
prepared by the Securities and Exchange Commission in 1991 during its
well-publicized investigation into whether Bush had benefited from insider
information when he sold Harken Energy Corp. stock before its value
plummeted, and then failed to promptly report the transaction to the SEC in
violation of federal law. Bush's stake in Harken helped make him a
multimillionaire.

Burton Threatens Bush With Contempt Charge

(United Press International via COMTEX) -- House Government Reform Committee
Chairman Dan Burton Thursday threatened to hold President Bush in contempt of
Congress unless the administration releases several sets of subpoenaed
Justice Department documents to his committee. The documents relate to a
series of investigations the committee has held into possible campaign
finance violations by the Clinton administration and into the misuse of
informants by federal law enforcement. "Should I get about 30 Republicans and
all of the House Democrats and vote to hold the president in contempt of
Congress?" Burton, R-Ind., asked during Assistant U.S. Attorney Jay Bybee's
testimony before the committee. "That's exactly what we're going to do if you
don't give us those documents." Burton's committee has requested documents on
three separate investigations. One is a long-running investigation by Burton
and the committee into the improper use of informants by the FBI over a
30-year period of organized crime investigations in New England....The GAO
has been demanding notes from meetings between Vice President Dick Cheney and
energy industry officials during the deliberations that led to the formation
of the Bush energy policy proposals last year. The White House has refused to
provide them, and the GAO has threatened to sue the vice president to gain
access to the notes.
