First you get the various independent countries to agree to a set of mild and semmingly harmless trade policies. Then you get them to agree to set up some international policy-making body. Then you get them to agree to end their own money system and adopt an international currency. Then you get them (or coerce them) into accepting international taxes imposed by the international policy-making body they agreed to already. Bit by bit, nibble by nibble, national sovereignty fades and disappears. The various countries may still have their own name and their own flag. They probably still have their own Olympic Teams. They may even have their own "government". But this is nothing more than a bureaucracy to carry out the decisions and policies handed down by the international authority in which resides the real power to make decisions.
