IS FIGHTING AGAINST FASCISM AND MILITARISM !
Symposium of Berlin (2 march 2002) about �THE
"MILOSEVIC CASE" � INTERNATIONAL CRIMINAL JURIDICTION
AND THE NEW WARS OF THE GREAT POWERS � (organized on
the invitation of the Berlin-Sch�neberg/Tempelhof
Branch of the Party of Democratic Socialism/PDS by the
German Section of the International Committee to
Defend Slobodan Milosevic) :

Dear comrades,
I give to all of you the greeting from the militants
of the frenchspeaking section of ICDSM in Belgium,
France, Switzerland and now Quebecq. It�s good for us
to see here so many people fighting united for justice
!
I want to thank you too for the warm reception here in
Berlin that show me that the spirit of friendship of
the �other� Germany is still alive.
I have read in a French newspaper that �Milosevic is a
new Hitler�. It�s the key of the NATO�s propaganda
against Milosevic. So, I want to explain you why
suporting President Milosevic is fighting against
fascism and militarism.
Speaking of the �Milosevic case� is speaking about
NATO and Imperialism.
Speaking about the Yugoslavia of Milosevic is speaking
also of the collapse of the Soviet Union a decade ago.
In that time, NATO claims the victory of the so-called
�western democracy�.
To the name of the �New World Order�, NATO announced
the �end of history�. In fact, NATO wanted the end of
the memory ! Like in Berlin, They destroyed all over
monuments against militarism and Fascism. But
militarism of NATO and new fascism of the American
imperialism followed their bloody run.
Their first victims was the Yugoslavia of Milosevic
and especially the Serbian people.
Thanks to NATO, and especially to American and German
imperialism, the collapse of the second Yugoslavia
followed immediatly these of Soviet Union.
Thanks to NATO, the direct heirs of fascist Croation
USTASCHA seize the power in Croatia.
Thanks to NATO, five decades after second worl war,
the bombs of militarism hit again Beograd and
Yugoslavia.
After the collapse of the USSR, far-right ethnic
nationalists in Croatia and Bosnia launched civil wars
that were tearing the country apart. The U.S. and
German governments and secret services backed these
right-wing forces, especially the neo-fascist Franjo
Tudjman in Croatia and the Alija Izetbegovic regime in
Bosnia.
President Milosevic was in that times the only one to
say �No�. No to NATO and imperialism, no to the
liquidation of Socialism and the collapse of
multinational Yugoslavia.
In that time of world triumph of the �New World
Order�, Milosevic was the first to organise resistance
in Europe.
As president Milosevic pointed out a few days ago in
The Hague, only "the Federal Republic of Yugoslavia
which now exists, retained its multiethnic makeup.
There were no expulsions, from the beginning to the
end of the Yugoslav crisis.". After the
imperialist-backed forces won, "half a million Serbs
were expelled from Croatia", Bosnia was split in
three ethnic regions, and virtually all non-Albanians
were driven from Kosovo.
In his adress to the Yugoslavian people of May 8
�2000, President Milosevic made a direct link with the
antifascist Resistance of World War II and his fight
against NATO agression in Yugoslavia and Eastern
Europa.
All the �Milosevic case� is there. And all of that
explain the hate and lies of the western propaganda
against him. The so-called �International Criminal
Tribunal for former Yugoslavia� (ICTY) is only a
sequel of that.
Since its creation by the NATO, the so-called
�International Criminal Tribunal for former
Yugoslavia� (ICTY) is a war machine leaded against the
Serbian People and its defenders, in Yugoslavia and in
Republika Srpska (Bosnia). Directly financed by NATO,
the International Criminal Tribunal and his slavish
magistrates abiding by the orders of Washington, is a
shame to all the magistracy and the international
judicial world.
The proceedings they use � secret charging, anonymous
evidences without any proofs, kidnapping of the
accused regardless of the international law, automatic
presumption of guiltiness of the accused,
investigations in accusation and not in defence, and
so on. � remind us of the sinister inquisition and
would deserve a non-admissibility of the charging in
any independent court of law , starting with those in
the USA.
The detention conditions in the ICTY jails are also
outrageous. Especially the medical help brought to the
prisoners , the behaviour of the medical staff of the
ITCY prison is also a shame to all the medical world.
These are instances that are enough as proofs.
The moral loneliness of the Serbian prisoners, victims
of an incessant manhunt, is terrible. Adding to a
detention duration abnormally long and contrary to the
disposals of the European Convention of Human Rights.
It�s why we must, as a duty, help them and support
them.
The president MILOSEVIC is today the first of these
Serbian prisoners.
With the extradition of MILOSEVIC, the pro-American
muppets who govern Yugoslavia and Serbia since the
rampant coup of last October 2000 have just thrown
away definitely the mask.
They have exchanged Milosevic against a thick handful
of dollars, as they had already arrest him in April
2000 for the same motives. Thirty coins of Judas for
the Serbian traitors !
The DOS violated the constitution that forbidden the
extradition of the national Yugoslavian while adopting
an unconstitutional decree. The DOS violated the
right while transgressing the decision of the
Yugoslavian supreme constitutional Court that had just
suspended this decree. The DOS violated the formal
guarantees of the Yugoslavian and international right
that open ways of appeal to all menaced person of
extradition (procedures legally hired by Milosevic).
The DOS violated the democratic rules that confide to
the parliament, where the Kollaboses of the DOS are
minority, the voting of a constitutional modification.
Yugoslavia is not anymore a state of right. It is a
�bananas� republic, governed by a junta solded to the
imperialism and the colonialisme of NATO and USA.
Milosevic has not been extradited but removed and
delivered illegally to the International Criminal
Tribunal, organ of repression of the NATO.
Today, President Milosevic is the first resistant to
the New World Order and the dictatorship of the NATO.
And suporting Milosevic is part of the struggle
against imperialism ans new Fascism : those of the USA
and of its muppets of NATO.
It�s a true fact that the trial of Milosevic in The
Hague is therefore viewed by many in Yugoslavia and
around the world as a continuation of the imperialist
campaign in eastern Europe. Milosevic was first
charged with war crimes by the tribunal in May 1999.
It was part of NATO's attempt to pressure the Yugoslav
government to surrender control of the Serbian region
of Kosovo and Metohia to U.S./NATO occupation.
We are a lot to think that Milosevic is now more than
his only cause. He is a symbol. The symbol of the
fighting Europe. The symbol of the refuse of US and
NATO occupation, in Europe and all over in the World,
where men fight for liberty and dignity.
And we want that the struggle for Milosevic become the
beginning of a new anti-imperialist Front !
Today, all free men and women must mobilize themselves
to defend the Yugoslavian president : WE ARE ALL
MILOSEVICS !

STATEMENT OF SPS, SRS AND YLF :
SLOBODAN MILOSEVIC�S LIFE IS IN DANGER
�The Socialist Party of Serbia, in association with
the representatives of the Serbian Radical Party and
the party �Yugoslavian Left Forces� calls upon the
unified Yugoslavian parliament to pass a special
decree. The decree is to oblige the Yugoslavian
government to take all possible measures in order to
give an opportunity for the chairman of the Socialist
Party of Serbia (who earlier was the president of
Serbia and Yugoslavia) to create his defense, as a
free man.
The chairman of the Socialist Party of Serbia Slobodan
Milosevic was illegally taken out of our country and
then taken into custody at the illegitimate �tribunal�
in the Hague. His kidnapping was organized by the
incumbent government of Serbia. Zoran Djindjic, one of
the leaders of the Socialist People�s Party of
Montenegro, who was the unified premier at that time,
did not want to take, and he sent in his resignation.
At present moment, the chairman of the Socialist Party
of Serbia Slobodan Milosevic undergoes daily the
negative impact of the so-called �tribunal� in the
Hague. The creeds that are currently imposed on
Slobodan Milosevic deprive him of the elementary human
rights.
The well-planned and accelerated (by the judges) speed
of the litigation does not give him an opportunity to
walk outdoors, to eat well, or to prepare for the
procedures and to have the requisite rest. It is
obvious that the goal that is being pursued here is to
make this person totally exhausted, both physically
and mentally, to worsen Milosevic�s present state of
health, and not to allow him to testify on the real
initiators of the crimes committed on the territory of
the former Yugoslavian republic.
The Socialist Party of Serbia set forth the initiative
to pass a decree at the parliament for protection of
Milosevic�s health and life, a decree that would
oblige the government of Yugoslavia to render the
necessary guarantees for releasing the chairman of our
party. Will the parliament pass this decree? This
depends on the votes of the deputies. Members of the
Socialist People�s Party of Montenegro. You are
responsible for this.
The Socialist Party of Serbia earnestly asks your
party to support our proposed decision; we ask the
deputies of the Socialist Party of Montenegro to make
statements of support in both houses of the unified
parliament. Your support would be a reflection of the
will of the citizens of Montenegro, who voted for the
chairman of the Socialist Party of Serbia and for the
Socialist Party of Montenegro.

" Le Pr�sident Milosevic a montr� qu'il
avait de la classe, en tant que chef
d'�tat, politicien et commandant historique
du peuple. Il a montr� comment
il faut se d�fendre, mais aussi comment
peuvent �tre d�fendus les int�r�ts
nationaux et la dignit� nationale ",
souligne Mirko Marjanovic, actuellement
Pr�sident du SPS, r�pondant � nos
questions concernant le d�but du proc�s de
Slobodan Milosevic � La Haye.
" Par ailleurs, poursuit Marjanovic, le
" Tribunal " ill�gal a confirm� que
sa port�e ne va pas au-del� d'une pasquinade
politique. On a pu le remarquer
lors de la pr�sentation du soi-disant
" parquet ", qui sp�cialement pour
cette occasion a engag� le fameux
avocat britannique, Jeffrey Nice,
uniquement pour travailler sur cette
accusation mont�e. Alors que l'homme
que nous connaissons bien, choisi pour
�tre le premier t�moin � alimenter
leurs inventions, n'a pu que provoquer
le sourire devant les puissants
arguments du Pr�sident Milosevic.
Beaucoup de personnes dans le monde ont
pu pour la premi�re fois entendre la
v�rit� de la bouche de Milosevic, donc
de la meilleure fa�on possible. Les
r�actions dans le monde sont particuli�rement
fortes. La Douma russe exige
du Pr�sident Poutine que le Pr�sident
Milosevic soit imm�diatement remis en
libert�. L'ancien Premier Ministre russe,
Evgeni Primakov, l'homme qui a "
d�tourn� l'avion " au-dessus de l'Atlantique,
en direction de l'Am�rique,
lorsqu'il a appris que les bombardements
de l'OTAN venaient de frapper la
Yougoslavie, propose de t�moigner en
faveur du Pr�sident Milosevic. Une
d�l�gation du Parlement grec, comprenant
le Pr�sident du PASOK, demande aux
Nations Unies de leur permettre de rendre visite au
Pr�sident
Milosevic,
�tant donn� que le " Tribunal " a refus� de leur
permettre � plusieurs
organisations et institutions grecques. Les activit�s
du Comit
international pour la d�fense de Slobodan Milosevic,
soutenues par des
personnalit�s telles que Harold Pinter, Mikis
Teodorakis, Aleksandar
Zinovjev, Peter Handke, ont de plus en plus d'�cho
dans le monde.
La construction �chafaud�e par le " Tribunal "
pourrait facilement s'
�crouler sous les fortes accusations et les arguments
du Pr�sident
Milosevic. Nous croyons cela possible et faisons tout
pour contribuer
� ce que cela se produise au plus t�t. Le Pr�sident
Milosevic a pris
le r�le de la partie civile dans ce proc�s, en
accusant clairement,
avec nombre d'arguments, l'OTAN et ses �tats membres
pour les crimes
et les meurtres commis en Yougoslavie. Ils ont
assassin� notre peuple
et notre pays, non seulement pendant les 78 jours et
nuits de
l'agression contre la Yougoslavie, mais aussi depuis
1990, en
armant et en tramant des complots guerriers avec les
formations
s�paratistes paramilitaires de Slov�nie et de Croatie,
puis en
reconnaissant leur ind�pendance, sans oublier les
sanctions
les plus brutales de l'histoire, ni les
responsabilit�s directes
dans la guerre civile en Bosnie.
Il semble que " la justice de La Haye "
ait ses partenaires les plus tenaces
� Belgrade m�me, dans le gouvernement de
la DOS (Opposition d�mocratique de
Serbie, au pouvoir depuis le 5 octobre
2000, NDLT). Apr�s que tous nos
citoyens ont vu et entendu notre Pr�sident,
je suis convaincu que le pouvoir
actuel s'approche de sa chute, et qu'il
ne pourra plus jamais faire croire �
personne que notre avenir d�pend de la
collaboration avec La Haye ", d�clare
Mirko Marjanovic.
Danas (D) : Pouvez-vous comparer le travail effectu�
par votre
gouvernement " d'Unit� populaire " et celui du
gouvernement de la DOS.
Marjanovic (M.M): Ce n'est pas comparable. Le
gouvernement de l'Unit
populaire a �t� efficace et s�rieux car il �tait form�
par des gens
enti�rement d�vou�s � l'int�r�t g�n�ral. Tout le monde
le sait : dans
les conditions les plus difficiles du blocus impos�
par l'Occident, de
guerre dans la r�gion et d'agression contre notre
pays, nous avons
assur� un degr� �lev� de protection sociale, garanti
le taux de
croissance le plus �lev� en Europe, et le pouvoir
d'achat des citoyens
�tait trois fois plus �lev� qu'il ne l'est
aujourd'hui.
Par contre, ce groupe de citoyens �trangers et
d'employ�s de compagnies
�trang�res, auxquels se sont joints ceux des n�tres
qui sont pr�ts �
servir n'importe qui, ce groupe qui se nomme nouveau
pouvoir, est en
fait est le centre op�rationnel de ceux qui veulent
transformer ce pays
en un bantoustan, ou en un asile de pauvres o� les
�trangers seront
ma�tres de tout et d�cideront de tout. Je ne crois pas
que ce pr�tendu
nouveau pouvoir aura une longue vie.
D.: Quelle est la situation au sein du SPS ?
M.M : Au sein de notre parti r�gnent une grande unit�,
une grande force
et un grand potentiel. Les jeunes qui se sont affirm�s
dans le
difficile combat contre le pouvoir de ces pantins sont
notre garantie pour
l'avenir. Les ambitions de certains, fond�es sur des
auto-louanges, ne
peuvent �branler la stabilit� du parti qui repose sur
le soutien au
Pr�sident Milosevic, sur les principes originels de
son programme et
d'un parti qui rassemble les plus vastes masses
populaires.
D. : La nouvelle d�claration signifie aussi une
nouvelle organisation
Du parti, une pr�paration s�rieuse pour les prochaines
�lections.
Qu'est-ce que cela signifie concr�tement ?
MM : La d�claration de programme a �t� le moyen
d'�veiller le potentiel
cr�atif des adh�rents du parti. Dans la discussion �
son sujet, nous
avons eu l'occasion d'entendre maintes id�es utiles.
Nous avons
d�couvert de nombreuses personnes pr�tes � fournir un
travail politique
s�rieux, mais la d�claration elle-m�me, et la
discussion qu'elle a
suscit�e, ont avant tout affirm� les valeurs
originales et les options
de programme des socialistes, confirmant que le SPS
�tait rest�, comme
depuis sa cr�ation, le parti des r�formes sociales
s�rieuses dans
l'int�r�t de tous. Toutefois, ce qui a marqu� le plus
fortement ce
grand d�bat chez nos adh�rents, a �t� l'id�e que notre
parti prenne
l'initiative d'une action pour changer le pouvoir
actuel et r�pondre
ainsi aux attentes des citoyens. Un fort et
indivisible soutien
a �t� exprim� � Slobodan Milosevic.
De rares personnes ont demand� certains changements
organisationnels.
Cependant, leurs voix n'ont quasiment pas �t�
entendues dans le flot de
ceux qui mettaient au premier plan les questions
politiques du moment,
afin d'entreprendre les actions urgentes pour
combattre les
cons�quences fatales de l'action des autorit�s
actuelles.
Sur la base de tout cela, nous avons, lors d'un
meeting organis� le 9
f�vrier, appel� � la formation d'une alliance
nationale o� entreraient
tous les partis, institutions et individus, pr�ts �
donner leur
contribution pour mettre fin � l'agonie et �
l'obscurit� du 5 octobre,
et pour que vienne enfin � la t�te de ce pays des
hommes responsables,
comp�tents et int�gres.
C'est le sujet le plus important du moment, et le SPS
consacrera tous
ses efforts � la r�alisation de ce projet. Je le
r�p�te, non pas pour
que "nos" hommes arrivent au pouvoir, mais pour que
les meilleurs y
viennent. Ceux qui, comme dans tout pays normal,
devront mettre en
ouvre les potentiels nationaux, mat�riels et humains,
dans l'int�r�t de la
nation.
D.: Vos collaborateurs, les anciens mais aussi les
actuels, se trouvent
sur la liste des voyageurs pour La Haye. Quelle est
votre opinion � ce
sujet ?
MM : " Le Tribunal " �tablit une liste en fonction de
ses d�sirs, et
Ses collaborateurs belgradois pensent qu'il �tablit
une liste de voyageurs.
Je crois qu'il y a trop de sp�culations et de fausses
informations. Au
demeurant tout pr�sum� " insider " serait appel�, chez
nous,
d�nonciateur, faux t�moin ou r�visionniste, comme au
temps de
l'Informburo, et je n' aimerais pas �tre dans sa peau.
D.: Le Premier Ministre de Serbie et le ministre de la
Justice ont
appel� tous ceux qui figurent sur les listes du
Tribunal � se rendre
volontairement. En �change de quoi, Serbie leur
donnera sa garantie.
MM : En tant que responsables directs de l'enl�vement
du Pr�sident
Milosevic et du viol de la Constitution, ils devront
r�pondre t�t ou
tard de leurs actes. Qu'ils nous �pargnent d'essayer
de "vendre" au
peuple leur probl�me - c'est-�-dire les engagements
qu'ils ont pris
personnellement et les pressions qui sont exerc�es sur
eux pour qu'ils
les tiennent - comme une question de survie pour nous
tous. Le peuple
s'est r�veill� et a vu clair, il a vu la v�rit�. Il
sera difficile de
le duper de nouveau.
D.: Combien de militants du SPS ont-ils quitt� le
parti pour rejoindre
la DOS depuis le 5 octobre ?
MM : Au contraire. C'est l'une des cons�quences
positives du 5 octobre
: le SPS s'est renforc� et la DOS s'est affaiblie.
D : Est-ce qu'enfin la d�l�gation du SPS va obtenir un
visa pour rendre
visite � Slobodan Milosevic � La Haye ?
MM : La n�gation des droits de l'homme que le "
Tribunal " inflige �
Slobodan Milosevic est inadmissible. Ne pas lui
permettre de rencontrer
les gens de son pays et d'ailleurs qui aimeraient le
voir, y compris sa
famille et ses avocats, n'est qu'une des questions sur
lesquelles la
Cour europ�enne des droits de l'homme de Strasbourg
doit apporter son
verdict. Je ne pense rien de bon en ce qui concerne la
limitation de
nos contacts � quelques heures par mois, et du fait
que ce soit eux qui
d�cident quel sera celui des membres de tel parti qui
aura le droit de
lui rendre visite.
En outre, l'emp�cher de communiquer avec sa famille et
ses amis a pour
but de renforcer la pression psychologique, pour
casser sa volont� et
la r�solution avec laquelle il pr�sente aujourd'hui au
monde la v�rit� sur
la Serbie et la Yougoslavie. Rappelons qu'� cette fin,
il avait d�j�
subi la torture d'une surveillance 24 heures sur 24,
avec un r�flecteur
allum� dans sa cellule. Jeudi, apr�s la fin de la
session du jour, on
l'a laiss� attendre trois heures le transport qui
devait le ramener du
b�timent du pr�sum� " Tribunal " jusqu'� la prison de
Scheveningen.
D: Est-il difficile de remplacer le Pr�sident en son
absence?
MM: Sur la d�cision du Pr�sident Milosevic, soutenue
par le Conseil
g�n�ral et tout le parti, je suis Pr�sident en son
absence. Le travail
est complexe, et repr�sente une grande responsabilit�
pour l'avenir,
pas seulement pour le SPS. Le quotidien de notre pays
occup� et sans
visage, qu'on d�chire et qu'on vend, nous donne une
�norme motivation pour
changer tout cela, imm�diatement et au mieux. Il est
tr�s satisfaisant
de se battre avec de jeunes gens qui se consacrent �
cette lutte et �
cet objectif.
D: Que veut dire la d�claration de Vojislav Kostunica,
selon laquelle
c'est l'�tat qui se d�fend � La Haye, alors que le
gouvernement de la
R�publique de Serbie ne veut pas donner sa garantie
pour que Slobodan
Milosevic puisse se d�fende en libert�?
MM: Qui de sens� pourrait s'attendre � ce que ceux qui
l'ont enlev� et
livr� � des fins d'int�r�ts personnels, lui donnent
maintenant leur
garantie? D'autre part, je pense qu'il est grand temps
que Monsieur
Kostunica transforme certaines de ses paroles en
actes, s'il ne veut
pas faire figure de la personnalit� la plus
insignifiante qui se soit
jamais trouv�e � la t�te de ce pays. D'ailleurs, la
d�l�gation du SPS attend
toujours d'�tre re�ue par lui et par le Premier
Ministre f�d�ral Pesic,
justement au sujet du r�le de l'�tat f�d�ral de
Yougoslavie dans ce
soi-disant proc�s. Monsieur Kostunica nous avait
r�pondu par courrier
qu'il allait nous recevoir la semaine derni�re, et

Milosevic se vante de se d�fendre seul ?
Il oublie tous ses partisans, qui font de l�agit-prop
pour saboter le tribunal.

1. Le comit� international pour la d�fense de
Milosevic
Un groupe qui se veut apolitique, cr�� en avril 2001,
par des Serbes install�s au Canada. Actif dans 22
pays, le comit� est pr�sid� par un Bulgare, pr�sident
de l�Union antifasciste. Son but: �la lib�ration de
l�ancien pr�sident yougoslave, symbole de r�sistance
aux diktats du Nouvel Ordre mondial et de ses ma�tres
de Washington et de l�OTAN�. Ce qui laisse la porte
ouverte � des motivations h�t�roclites: de
l�anti-imp�rialisme � l��cologie, en passant par la
d�fense de Milosevic lui-m�me. Seule limite selon un
responsable belge, Luc Michel: �Pas d�extr�me droite!
Nous faisons le m�nage sur les listes.� Ce qui
n�emp�che pas le groupuscule Unit� radicale (� la
droite de Bruno M�gret!) de partager les m�mes id�es
et de renvoyer les lecteurs de son site internet sur
celui du comit�.
Dans les rangs du comit�: l�ancien ministre de la
Justice nomm� par Johnson en 1967, Ramsey Clark, qui a
notamment d�fendu Serguei Mikha�lov, l�homme que la
justice genevoise soup�onnait d�appartenir � une
organisation criminelle russe; le dramaturge
britannique Harold Pinter, l�avocat fran�ais Jacques
Verg�s, d�fenseur de Klaus Barbie ou de Carlos; le
g�n�ral Pierre Marie Gallois, th�oricien de la force
de dissuasion nucl�aire fran�aise pour de Gaulle; ou
encore un avocat canadien en �lutte contre la
globalisation�, Christopher Black, qui estime qu�il
n�y a �aucune preuve� que des crimes aient �t� commis
par les forces serbes en Bosnie et � Srebrenica en
particulier. Le comit� publie un journal, une
newsletter. Il a lanc� une p�tition pour demander la
lib�ration de Milosevic ainsi que la dissolution du
TPI (plus d�un million de signatures). Luc Michel se
r�jouit: �Il y a un effet Milosevic! En dix jours,
nous avons re�u 600 demandes d�inscription.�
En Suisse: le comit� compte une dizaine d�adh�rents�
qui pr�f�rent rester anonymes! Il n�y a donc pas de
section suisse romande. Luc Michel le regrette: �C�est
dommage car la Suisse, avec ses organisations
internationales, pourrait �tre un excellent vecteur.
Mais c�est toujours comme �a, elle est toujours � la
tra�ne, � l��cart des mouvements anti-imp�rialistes,
elle s�int�resse moins au monde.�
2. Le legal team
Une dizaine de juristes et avocats yougoslaves,
am�ricains, canadiens, grecs ou fran�ais, emmen�s par
Me Jacques Verg�s, qui conseillent Milosevic dans sa
d�fense. Et assurent les d�marches juridiques en
Yougoslavie (poursuites contre le gouvernement serbe)
ou au Conseil de l�Europe � Strasbourg. Ils affirment
�tre b�n�voles. A ne pas confondre avec les �amis de
la cour�, trois avocats d�sign�s par le TPI qui
agissent �contre la volont� de Milosevic� selon le
comit�.
3. Les bons vieux r�seaux communistes
Des partis li�s au SPS, parti de Milosevic en Serbie.
Ainsi, le Parti communautaire national europ�en (PCN),
qui se flatte d��tre �le seul parti qui dans l�espace
francophone soutient Slobodan Milosevic�. Cr�� en 1984
en Belgique, actif dans six pays, il revendique 2000 �
3000 adh�rents dont une vingtaine en Suisse. On trouve
aussi le parti du communiste russe Ziouganov, qui a
fait voter une motion pour la lib�ration de Milosevic
� la Douma, le Parti paysan ukrainien ou le Parti du
socialisme d�mocratique (PDS) allemand, qui organise �
Berlin un colloque sur le �Cas Milosevic� en mars.
4. La n�buleuse antiglobalisation
Une kyrielle d�associations aux motivations diverses
qui tissent leur toile sur le Net o� l�on retrouve
toujours les m�mes gens. Ainsi le Forum de Belgrade,
association cr��e par le parti de Milosevic (SPS) qui
regroupe aussi bien la Ligue du Nord italienne que des
partis mao�stes; l�association Freedom, �galement une
�manation du SPS. Aux Etats-Unis, l�International
Action Center (IAC) de Ramsey Clark, qui se bat contre
l�imp�rialisme am�ricain sous toutes ses formes ou le
r�seau baptis� Les Nouveaux Habits de l�Empereur cr��
par l�avocat canadien Black; l�association allemande
des Libres Penseurs, le British Helsinki Group. Ou des
publications comme Balkans Infos, dirig�e notamment
par Pierre Marie Gallois et d�autres moins
recommandables comme Patrick Gofman, connu pour avoir
travaill� pour des journaux d�extr�me droite.
5. Le tribunal priv� � Paris
Pour contrer le TPI, Jacques Verg�s est en train de
mettre sur pied � Paris une Commission v�rit�, sorte
de tribunal priv� compos� de juristes internationaux
qui seront charg�s de �faire la v�rit� sur la guerre
en ex-Yougoslavie. Ils convoqueront t�moins � charge
et � d�charge et consigneront l�ensemble dans un livre
blanc qui sera publi� avant la cl�ture du proc�s
officiel. Pour financer cette commission: des fonds
lev�s par divers fondations, des dons, etc. CQFD

Le mouvement de soutien � l�ancien pr�sident serbe
rassemble toutes les tendances anti-am�ricaines.
Entre � nationalistes-r�volutionnaires � et
ultra-gauche pro-palestinienne, les convergences sont
fr�quentes. Derni�re en date : l�avocat Jacques
Verg�s, ancien d�fenseur de Klaus Barbie et de Carlos,
appartient depuis d�cembre 2001 au Comit�
International pour la D�fense de Slobodan Milosevic (
ICDSM), structure de soutient � l�ancien pr�sident
yougoslave, inculp� par le Tribunal P�nal
International. Le comit� �tant tr�s hostile � ce
tribunal, jug� manipul� par les Etats-Unis et l�OTAN,
on trouve parmi ses animateurs des communistes non
r�form�s ou militants d�extr�me-gauche.
Mais la section francophone est pr�sid�e par Luc
Michel, dirigeant du Parti Communautaire
National-Europ�en ( PCN), une petite formation
nationale-communiste bas�e � Bruxelles, et qui est
aussi le � webmestre �de la publication en ligne du
comit� http://www.liberez-milosevic.fr.st/
L�id�e de fonder l�ICDSM provient de serbes �migr�s
aux Etats-Unis. On trouve dans le comit� des avocats
tiers-mondistes dont l�ancien ministre de la justice
de Jimmy Carter, Ramsey Clark, et l�avocat canadien
Christopher Black. Les communistes russes du parti de
Ziouganov et le PC isra�lien l�ont ralli� ; le
pr�sident en est un d�put� communiste bulgare. La
section germanophone est anim�e par les communistes du
PDS (...)
LA LIBYE, LIEU DE RASEMBLEMENT DES
MILIEUX TIERS-MONDISTES ET ANTI-GLOBALISATION
Luc Michel affirme avoir d�but� en politique en 1972,
dans les milieux soutenant le FPLP de Georges Habache,
mouvement avec lequel le PCN est encore en contact. Il
appartient �galement au Forum de Belgrade, un
mouvement tr�s h�t�roclite qui rassemble � la fois des
ultra-nationalistes serbes, les anarcho-maoistes
belges du PTB et la Ligue du Nord italienne. Le PCN
est en contact avec la Libye et l�Irak et Luc Michel a
particip� en septembre 1999 au � camp de jeunesse et
d�amiti� pour les mouvements verts, pacifistes et
alternatifs sorte d�universit� d��t� organis�e
chaque ann�e � Tripoli par Khadafi. Luc Michel a
rencontr� en avril 1997, � Tripoli, Roger Garaudy lors
du � symposium international contre la globalisation
�, auquel participait aussi un des � candidats � la
candidature pr�sidentielle � des Verts fran�ais.
Fabrice Beaur, un ancien militant de Nouvelle
R�sistance devenu le secr�taire-g�n�ral europ�en du
PCN, est le responsable de la Coordination francophone
des Comit�s r�volutionnaires libyens. Tr�s
antisioniste, la publication en ligne � Le Quotidien
du PCN � soutient totalement l�Intifada.

La population serbe reste riv�e � longueur de journ�e
devant les �crans de
t�l�vision pour assister au proc�s de Slobodan
Milosevic devant le Tribunal
p�nal international (TPI) de La Haye, un moment
d'histoire retransmis en
direct par toutes les cha�nes du pays. Un ph�nom�ne
dont l'accus� joue tr�s
habilement. �Il ne parle pas � l'intention de la cour,
il s'adresse � ses
compatriotes�, note Nikola Kabasic, juriste de
Mitrovica, au Kosovo, et
opposant de longue date � l'ancien pr�sident. �Cela
faisait des ann�es qu'il
n'avait pas autant parl� et que le peuple serbe ne
l'avait pas autant �cout�.�
Les rares Serbes � ne pas regarder le proc�s sont des
vieux militants de
l'opposition, qui r�p�tent � l'unisson, d'un bout �
l'autre de la Serbie,
l'avoir �assez entendu�. Avant d'ajouter que ces
retransmissions permanentes
sont, � leurs yeux, �une catastrophe�. Dans les
milieux journalistiques de
Belgrade, on se demande sous forme de plaisanterie
comment l'actuel
gouvernement g�rera le retour triomphal au pays de
l'ancien homme fort de
Belgrade. L'�largissement de Slobodan Milosevic
demeure une hypoth�se tr�s
improbable, mais la pugnacit� de sa d�fense
impressionne fortement
l'opinion. �Peu de gens voulaient croire aux poncifs
de la propagande
lorsque Milosevic �tait encore au pouvoir, analyse
Nikola Kabasic.
Maintenant que ces m�mes arguments sont avanc�s devant
le tribunal de La
Haye, ils acqui�rent un tout autre relief.�
Au printemps 2001, la population serbe voulait avant
tout tourner la page et
n'avait gu�re r�agi � l'arrestation de Slobodan
Milosevic, puis � son
transf�rement � La Haye. Aujourd'hui, la prestation de
l'ancien pr�sident
est en train de transformer la donne (...)
Milosevic a r�ussi � remettre au premier plan
les souffrances bien r�elles endur�es par cette
population. Il ne faut pas
oublier qu'en Serbie vivent pr�s d'un million de
r�fugi�s de Croatie, de
Bosnie et du Kosovo.�
�La boucle est boucl�e! s'exclame Borka Pavicevic, la
directrice du Centre
pour la d�contamination intellectuelle de Belgrade. La
droite nationaliste,
monarchiste et orthodoxe r�habilite le nationalisme
serbe, et Milosevic
devient un nouveau h�ros.�

Mirko Marjanovic o sudjenju Slobodanu Milosevicu
Mnogi u svetu su prvi put culi istinu
Beograd - Predsednik Milosevic je pokazao da je kao
drzavnik, politicar i istorijski vodja ovog naroda
za klasu iznad svih , ne samo na ovim prostorima.
On je pokazao kako se treba braniti, ali i kako se
mogu odbraniti nacionalni interesi i nacionalno
dostojanstvo - istice Mirko Marjanovic, nekadasnji
predsednik Vlade Srbije, danas predsedavajuci u
Socijalistickoj partiji Srbije, odgovarajuci na nase
pitanje o pocetku sudjenja Slobodanu Miosevicu u Hagu.
- Sa druge strane, nastavlja Marjanovic, nelegalni
"tribunal" je potvrdio da mu dometi nisu veci od
poiticke paskvile. To se videlo i u nastupu tzv.
"tuzilastva", koje je specijlno za ovu priliku
angazovalo
navodno glasovitog britanskog advokata Dzefri Najsa
samo za rad na ovoj iskonstruisanoj optuznici. A
covek koga dobro znamo, koga su odabrali da bude
prvi svedok koji ce potkrepiti njihove izmisljotine,
mogao je samo da izaziva podsmeh pred snaznim
argumentima predsednika Milosevica.
Mnogi u svetu su iz usta predsednika Milosevica, dakle
na najbolji moguci nacin, prvi put culi istinu.
Reakcije u svetu su izuzetno snazne. Ruska Duma
zahteva od predsednika Putina da predsedniku
Milosevicu
odmah bude ukinut pritvor. Bivsi ruski premijer
Jevgenij
Primakov, covek koji je "okrenuo avion" iznad
Atlantika,
na putu za Ameriku, kada je cuo za pocetak NATO
bombardovanja Jugoslavije, nudi se da svedoci u
korist predsednika Milosevoca. Delegacija grckog
Parlamenta u kojoj je predstavnik vladajuceg PASOK,
zahteva od UN da joj se omoguci poseta predsedniku
Milosevicu, posto je "tribunal" odbio saglasnost za
posetu nekoliko grckih organizacija i institucija.
Aktivnosti Medjunarodnog komiteta za odbranu
Slobodana Milosevica, koje podrzavaju takve licnosti
kao Harold Pinter, Mikis Teodorakis, Aleksandar
Zinovjev, Peter Handke imaju sve veci odjek sirom
sveta.
Gradjevina "tribunala" i pozicija onih koji su
je stvorili moze lako da se srusi pred snaznim
optuzbama
i argumentima predsednika Milosevica. Verujemo da je
to moguce i cinimo sve da doprinesemo da se to sto
pre desi. Predsednik Slobodan Milosevic je preuzeo
ulogu tuzioca u ovom procesu jasno i argumentovano
optuzivsi NATO pakt i njegove drzave clanice za
zlocin,
ubistva Jugoslavije. Oni su nas narod i nasu zemlju
ubijali ne samo 78 dana i noci tokom agresije na SRJ,
vec od 1990. godine sa naoruzavanjem i ratnim
huskanjem
paravojnih separatistuckih formacija u Sloveniji i
Hrvatskoj, zatim priznavanjem njihove nezavisnosti,
preko uvodjenja najbrutalnijih sankcija protiv jedne
zemlje u istoriji, do direktnog uzrokovanja
gradjanskog
rata u bivsoj BiH i bombardovanja Jugoslavije.
Izgleda da "haska pravda" ima najupornije
zagovornike bas u Beogradu - u DOS vladi. Posto su
svi nasi gradjani videli i culi naseg Predsednika,
ubedjen sam da je ovoj vlasti kraj blizu, i da nikome
vise nece moci da proda lazi o tome da nam buducnost
zavisi od saradnje sa Hagom, navodi Mirko Marjanovic.
Uporedite rad Vase Vlade narodnog jedinstva sa radom
vlade DOS.
- To se ne moze ni porediti. Vlada narodnog jedinstva
bila efikasna i ozbiljna, i sastavljena pre svega od
ljudi potpuno posvecenih opstem interesu. Svi to znaju
- u najtezim uslovima blokade od strane Zapada, ratova
u okruzenju i agresije na nasu zemlju, obezbedjivali
smo visok stepen socijalne sigurnosti, najvisu stopu
rasta u Evropi, a kupovna moc gradjana je bila tri
puta veca nego danas.
A ova grupa stranih drzavljana i cinovnika stranih
kompanija, kojoj su se prikljucili oni iz nasih redova
koji su spremni da sluze svakome, ova grupa koja sebe
naziva novom vlascu, koja je u stvari ispostava i
operativni centar onih koji ovu zemlju hoce da
pretvore
u Bantustan i sirotiste u kojem ce stranci biti
vlasnici
svega i o svemu odlucivati, ta tzv. vlast ne verujem
da
moze biti duzeg veka.
Kakva je situacija u SPS?
- U clanstvu SPS je veliko jedinstvo, velika snaga i
potencijal. Mladi koji su se dokazali u teskoj borbi
sa ovom marionetskom vlascu, nasa su garancija za
buducnost. Liderske ambicije pojedinaca zasnovane na
samohvalisanju i samopromociji ne mogu da poremete
stabilnost partije koja pociva na podrsci predsedniku
Milosevicu, na izvornim principima svoga programa i
koja okuplja najsire narodne mase.
Nova Deklaracija znaci i novu organizaciju partije,
ozbiljne pripreme za naredne izbora. Sta to konkretno
znaci?
- Programska deklaracija je bila sredstvo za budjenje
kreativnih potencijala u clanstvu. U diskusiji o njoj,
culi smo mnogo korisnih ideja i otkrili mnoge
pojedince
spremne za ozbiljan politicki rad, ali sama
Deklaracija
i diskusija o njoj, pre svega su afirmisale izvorne
vrednosti i programska opredeljenja socijalista i
potvrdile istinu da je SPS od svog osnivanja bio i
ostao partija ozbiljnih drustvenih reformi u interesu
svih. Ipak, ono sto je najsnaznije obelezilo ovu
siroku
diskusiju u nasem clanstvu, jeste zahtev da partija
odlucno povede akciju za smenu sadasnje vlasti i tako
ispuni ocekivanja gradjana. Ispoljena je snazna i
nepodeljena podrska Slobodanu Milosevicu.
Bilo je retkih pojedinaca ali i narucenih zahteva za
nekavim organizcionim promenama. Medjutim, njihov glas
se gotovo nije cuo u moru onih koji su u prvi plan
stavljali politicka pitanja trenutka neophodnosti
hitne akcije da se otklone pogubne posledice rada
sadasnje vlasti i , naravno, spreci nastavak novih.
Na osnovu svega ovog, mi smo na opstenarodnom mitingu
9. februara pozvali na stvaranje opstedrzavnog saveza,
u koji bi usle sve partije, institucije i pojedinci,
spremni da daju svoj doprinos da se petooktobarski
mrak i agonija okoncaju i da na celo ove drzave
konacno dodju odgovorni, kompetentni i moralni ljudi.
To je najveca tema ovog politickog trenutka i SPS ce
u ostvarivanje ovog projekta uloziti sve svoje snage.
I, ponavljam, ne da bi "nasi" ljudi bili na vlasti,
vec da na vlasti budu oni koji su najbolji i koji
ce, kao u svakoj normalnoj zemlji, nacionalne
potencijale, materijalne i ljudske, staviti u pogon
u nacionalnom interesu.
Vasi nekadasnji, ali i sadasnji partijski saradnici
nalaze se na listi putnika za Hag. Kako to ocenjujete?
- "Tribunal" pravi listu zelja, a njihovi beogradski
saradnici samo zamisljaju da prave liste putnika.
Mislim da je mnogo nagadjanja, ali i svesnog
plasiranja
laznih informacija inace, svaki tzv. insajder, a nasa
rec bi bila potkazivac, lazni svedok iz okruzenja ili,
kao u vreme IB-a revidirac, bice vecno obelezen u
nasem narodu i ne bio mu niko u kozi.
Premijer Srbije i ministar pravosudja pozvali su sve
koji su na listama da se dobrovoljno predaju, a da im
za uzvrat Srbija da garancije.
- Kao direktni ucesnici otmice predsednika Milosevica
i krsenja Ustava, morace da odgovaraju kad-tad. Neka
nas vise postede pokusaja da svoj problem - obvaveze
koje su licno preuzeli, pa ih sada pritiskaju da ih
ispune- prodaju narodu kao pitanje opstanka svih nas.
Narod je progledao i probudio se, uocio istinu, tesko
ga je vise prevariti.
Koliko je i da li je SPS oslabljen odlaskom nekih
clanova partije u DOS odmah posle 5. oktobra?
- Naprotiv. To je jedina pozitivna posledica
5.oktobra.
Time je SPS ojacan, a DOS oslabljen.
Da li ce delegacija SPS najzad dobiti vizu da poseti
Slobodana Milosevica u Hagu?
- Krsenje ljudskih prava predsednika Milosevica od
strane " tribunala" i njegovih mentora je nedopustivo.
Uskracivanje ili ogranicavanje njegovog prava da se
vidi sa mnogima iz zemlje i sveta koji bi zeleli da
ga posete, ukljucujuci njegovu porodicu i advokate,
je samo jedno od pitanja o kojima presudu treba da
donese Evropski sud za ljudska prava u Strazburu. Ne
mislim nista dobro o nastojanju da nase kontakte
ogranice na jednu posetu od par casova mesecno, pa
cak i da oni prosudjuju ko od clanova delegacije koju
partija odredi zaista ima interes da ga poseti.
Osim toga, to spresavanje njegove komunikacije sa
porodicom i drugovima ima za cilj da pojaca psiholoski
pritisak na njega i da mu skrsi volju i odlucnost
sa kojom on danas citavom svetu prezentira istinu o
Srbiji i Jugoslaviji. Da podsetim da je on u tu svrhu
vec bio podvrgnt torturi 24 casa nadzora i upaljenog
reflektora u celiji, a u cetvrtak je, po okoncanju
postupaka za taj dan ostavljen da vise od tri sata
ceka prevoz od zgrade takozvanog "tribunala" do
Seveningena.
Da li je tesko biti zamenik predsednika u odsustvu?
- Po odluci predsednika Milosevica, koji je podrzao
Glavni odbor i cela partija, ja sam predsednik u
njegovom odsustvu. Posao je slozen i odgovornost
velika - za buducnost, ne samo SPS. Nasa svakodnevica
okupirane i obezlicene zemlje, koju rastrzaju i
rasprodaju, cini da postoji ogroman motiv da se
to promeni, odmah i na bolje, ali postoji i
ogromno zadovoljstvo zajednicke borbe sa mladim
ljudima koji su toj borbi i tom cilju posveceni.
Sta znaci izjava Vojislava Kostunice da se u
Hagu brani drzava, nasuprot stavu republicke
vlade da ne pruzi garancije da se Slobodan
Milosevic brani sa slobode?
- Ko bi razuman ocekivao od onih koji su ga oteli
i isporucili zarad licne koristi, da sada daju
garancije za njega? S druge strane, mislim da
je krajnje vreme da gospodin Kostunica bar neke
od svojih reci pretvori u dela, ako ne misli da
bude zabelezen kao najbledja licnost koja se ikada
nasla na celu ove zemlje. Inace, delegacija SPS
jos uvek ceka na prijem kod njega i saveznog
premijera Pesica, upravo u vezi sa pitanjem uloge
drzave SRJ u tom kvazi - procesu, Gospodin Kostunica
nam je pismom odgovorio da ce nas primiti jos prosle
nedelje, a evo protekla je i citava ova sedmica, a
sastanka nema.

Socijalisticka partija Srbije je, preko svog
Poslanickog kluba, zajedno
sa poslanickim klubovima Srpske radikalne stranke i
Jugoslovenske
levice, pokrenula inicijativu da Savezna skupstina SRJ
usvoji odluku
kojom bi se obavezala Savezna vlada da pruzi neophodne
garancije kako
bi se omogucilo da se Slobodan Milosevic, predsednik
Socijalisticke
partije
Srbije i dugogodisnji predsednik Republike Srbije i
Savezne Republike
Jugoslavije, brani sa slobode.
Predsednik SPS Slobodan Milosevic je otet i odveden
pred ilegalni
"tribunal" u Hagu. Otmicu je izvrsila aktuelna vlast
Srbije. Ne zeleci
da ucestvuje u svemu tome tadasnji savezni premijer,
funkcioner SNP CG
Zoran Zizic, podneo je ostavku.
Sada se predsednik Milosevic nalazi pod stalnim
pritiskom koji na njega
vrsi tzv. "tribunal" u Hagu. Pravilima koja su mu
nametnuta, njemu se
uskracuju sva ljudska prava. Planirani i dinamizirani
tempo procesa
onemogucava mu boravak na vazduhu, redovnu ishranu,
pripremu za
postupak i normalan odmor. Ocigledan je cilj da se
dovede do stanja potpune
izmorenosti, do ozbiljnog narusavanja njegovog
zdravstvenog stanja i da
se tako spreci u iznosenju istine o krivcima za
zlocine pocinjene na
podrucju nekadasnje SFRJ.
Upravo iz razloga zastite zdravlja i zivota naseg
Predsednika,
Socijalisticka partija Srbije je u Saveznoj skupstini
predlozila
usvajanje odluke kojom bi se Savezna vlada obavezala
da pruzi garancije
za njegovo pustanje na slobodu. Hoce li ovakva odluka
od strane Savezne
skupstine biti usvojena, zavisi od glasova saveznih
poslanika iz reda
Socijalisticke narodne partije Crne Gore. Na vama lezi
ta odgovornost.
Socijalisticka partija Srbije trazi od vas da kao
partija, kroz
izjasnjavanje svojih poslanika u oba veca Savezne
skupstine, podrzite
odluku koju smo predlozili. Ta vasa podrska bila bi
odraz volje
gradjana Crne Gore koji su na izborima glasali za
predsednika Slobodana
Milosevica i za vasu stranku.
