The Palestine Monitor, A PNGO Information Clearinghouse URGENT APPEAL to protect medical services 13 March 2002 Despite yesterday�s relentless efforts to allow Palestinian ambulances to move inside Ramallah, - including a joint appeal from Israeli Physicians for Human Rights and UPMRC - the Israeli military continues to prevent all movement of emergency services and health care. Foreign consulates and diplomatic representatives, the US State Department, UN agencies, the Red Cross and Israeli Defence and Foreign Minister and all Knesset members, have all be informed of the grave situation, but there has been no action. Instead, yesterday - despite coordination with the International Red Cross - Israeli soldiers opened fire three times on Palestinian Red Crescent ambulances. They also shot at a Red Cross car and Palestinian ambulance convoy that were attempting to move a woman in labour from her house to hospital. Since this incident, the International Red Cross has withdrawn from the area, and no medical vehicle has been able to move in the city. Furthermore Israeli soldiers shot an Italian freelance journalist, Raffaele Ciriello, who has since died. Israeli soldiers also prevented him from receiving emergency medical treatment� which may also have contributed to his death. The entire city of Ramallah is under curfew, leaving all patients - including women in labour and patients requiring immediate treatment - unable to access health care. Anyone attempting to leave their house risks being shot. This crisis situation is putting many innocent lives at risk. We call urgently on the international community to prevent the Israeli government from continuing its criminal policies: all Israeli troops must be ordered to allow free movement of medical care and ambulances throughout Ramallah and the occupied territories. Please take immediate action: write to your government representative and Foreign Minister and to the Israeli Foreign Minister and the Israeli Representative in your country. Write demanding that the Israeli government be made to comply with international law, particularly the IV Geneva Convention which protects the movement of patients and medical treatment in times of conflict and obliges the occupying force to provide humanitarian care to the occupied civilian population.
