In December of 1962, Israeli Foreign Minister Golda Meir traveled to Palm Beach, Florida, to meet with President John Kennedy. It was a 70-minute, candid exchange of views on which a lengthy (eight-page) memorandum of the conversation was later done by Phillips Talbot, Assistant Secretary of State for Near Eastern Affairs. Kennedy's view: 'The United States, the President said, has a special relationship with Israel in the Middle East really comparable only to that which it has with Britain over a wide range of world affairs. But for us to play properly the role we are called upon to play, ***we cannot afford the luxury of identifying Israel-or Pakistan, or certain other countries-as our exclusive friends'…*** …p 181 "Taking Sides' Stephen Green "If we pulled out of the Arab Middle East and maintained our ties only with Israel this would not be in Israel's interest," Kennedy said. p 181 The President then discussed specific issues in which direct Israeli action made it difficult for the United States to both maintain good relations with the Arabs and also support Israel; diversion of the Jordan River waters, retaliation raids in border areas, and the continuing Palestinian refugee problem. …p 181 'We know that Israel faces enormous security problems but we do too. We came almost to a direct confrontation with the Soviet Union last spring and again recently in Cuba…Because we have taken on wide security responsibilities we always have the potential of becoming involved in a major crisis not of our own making, e.g. in the event of a coup in Iran or of the Sino-Indian affair. Our security problems are, therefore, just as great as Israel's. We have to concern ourself with the whole Middle East.' Kennedy kept the lid on Israeli military aid. He later had a date with a bullet. When LBJ came in he gave more military aid to Israel in his first year than all those before. There is also a lot of evidence that he allowed Israel to 'easily' steal weapons grade plutonium for it's nuclear bomb program, in violations of numerous laws and international conventions.
