The reality is that Bush doesn't decide anything regarding important U.S. actions or policies. Congress doesn't decide anything of importance either. The Executive and Legislative Branches are not much more than stage props in a play. Their purpose is to continue the illusion that the United States is governed by a Constitutional Government. The people of the United States can still believe their votes count for something and thar their government is responsible to them.
