Congress Wants to Spend More on Spying: Report

WASHINGTON - (Reuters) - The U.S. Congress is on track to spend much more on
intelligence after the Sept. 11 attacks, with funds slated for spies, CIA
analysts and developing satellite equipment to detect plants that make
chemical, biological and nuclear weapons, the Washington Post reported on
Wednesday.

The Senate intelligence committee approved last week President Bush's
request for fiscal 2003, which begins on Oct. 1, that added nearly $35
billion to the budgets of the Pentagon, CIA and other intelligence agencies,
the Post said, quoting congressional and administration sources.

The intelligence budget is classified.

Overall, the additional $35 billion is $2 billion to $3 billion more than
the previous year. And it is in addition to the $1 billion that Bush
received from Congress after the terror attacks on Washington and New York
last year.

The intelligence committee of the U.S. House of Representatives has not yet
produced its intelligence bill.

Under the Senate bill, the National Security Agency, which intercepts
electronic communications, would receive $1 billion in extra funds -- one of
the largest increases, the Post said.

The CIA would get nearly $500 million for spy training and operations, the
newspaper said.

And the Senate made it a priority to develop and buy satellite and
analytical equipment that would detect the development of chemical,
biological and nuclear weapons. Responsibility for this task falls to the
National Reconnaissance Office, the National Intelligence Mapping Agency and
the Defense Intelligence Agency.

A report by the Senate panel suggested that the legal division between
foreign and domestic intelligence-sharing and surveillance may get smaller
as the CIA and domestic law enforcement seek terrorist networks, the paper
said.

Other aspects of the bill were designed to make it easier for intelligence
agencies to share information and analyzes through the newly formed
Terrorist Identification Classification System, which the CIA operates, the
Post reported.
