ISRAEL AND THE MIDDLE EAST:

THE QUIET BEFORE THE STORM

It may seem like all’s quiet on the Middle Eastern front, but nothing could be further from the truth.

��������� Both the United States and Israel are ready to make some bold moves.

��������� Prime Minister Ariel Sharon and Shimon Peres are now bedfellows; and then there is Netanyahu. Let us be the first to tell you that he is to Sharon today what Sharon was to Peres in the past.

��������� All three have one agenda: to lock out newcomers who might represent independent candidates supporting a sovereign state.

��������� President Bush has said it recently at least two dozens times: Israel is a sovereign State and the U.S. cannot tell it what decisions to make.

��������� This misinformation is revealing.

��������� The U.S. could have interceded against the Lukud vote opposing a Palestinian State, putting pressure on the Likud to table it.

��������� It did not. In fact, CNN even televised Sharon's speech.

��������� So what is going on? The U.S. has slowed down the pace of the peace because

Israel will agree to the peace only if the regimes in Syria, Iraq and Iran

are overthrown (a result which the U.S. of course wants for itself as well).

��������� After the recent bombing in Israel, Israel proceeded to pick off the remnant

leaders and Arafat protected them for his own benefit by arresting them.

��������� Israel will make Palestinian terrorism a costly and painful endeavor.

In the meantime, the U.S. waits. It will bait Iraq into a confrontation, or it will use clandestine means with recorded justification to finally overthrow Saddam Hussein.

��������� The U.S. is trying to create bad blood with Iraq by having Syria, the only Arab member on the UN Security Council, affirm resolutions which cannot find favor with Saddam Hussein. Thus, Hussein may suddenly find Assad a collaborator with the West.

��������� If China is playing the role we interpret, it will play liaison between Syria and Iraq to forestall such a consequence.

Wolfowitz says Iraq is U.S. "Front Burner" Issue

 

WASHINGTON, May 15 (Reuters) - U.S. Deputy Defense Secretary Paul Wolfowitz

said on Wednesday U.S. planning for toppling Iraqi President Saddam Hussein is a “front burner” issue even as the Bush administration grapples with the Israeli-Palestinian conflict.

�

Senior administration officials have met regularly to discuss Iraq's future and agree Washington will not pick Saddam's successor, he said.

 

SenderBerl: Did they say “will not”? Rephrase the question and ask whether they

have already picked him to wit: Will the U.S. undertake or has the U.S. already acted to undertake steps to assure that whoever replaces Saddam Hussein will be an improvement over Saddam Hussein?

�

Wolfowitz, speaking at the National Press Club, dismissed suggestions that

preoccupation with Mideast violence has pushed U.S. plans for overthrowing

Saddam to the background.

�

“I'd say both issues are very much on the front burner,” said Wolfowitz, a

key proponent of U.S. action against Saddam.

 

SenderBerl: Alas, a truthful statement. There will be no peace until Iraq and

the stated regimes are overthrown. Of course, the U.S. waits for its opponent's

next move, and so do we.

 

U.S., Britain Renew Pledges to Help Crush Communist Rebellion

KATHMANDU, May 15 (Kyodo) - The United States and Britain have renewed their pledges to help Nepal crush a communist rebellion wracking the Himalayan

kingdom, Nepalese Prime Minister Sher Bahadur Deuba said Wednesday.

�

“'They have assured us of help to defeat terrorism and fight poverty,” the premier said on returning from a trip to the U.S. and Britain.

 

SenderBerl: One can witness the pressure on China to emerge from U.S. current claims that China, not the U.S., is the paper tiger.

��������� If China appears to the Arab/Islamc nations as having failed to offset this challenge in its region, the Arab/Islamic nations will distance themselves from China. China will have lost everything gained through the U.S. trade agreement and Most Favored Nation status.

 

China, Pakistan to Consult on Terror

 

ISLAMABAD, May 14 (Reuters) - China and Pakistan agreed on Tuesday to consult

each other regularly on counter-terrorism and arms control, a Pakistani statement said after a meeting of their foreign ministers.

�

Chinese foreign minister Tang Jiaxuan arrived in Islamabad on Tuesday for a

two-day official visit and held talks with his Pakistani counterpart Abdul Sattar for about three hours.

�

“The two sides reiterated their shared resolve to expand and strengthen further the close and cooperative Pakistan-China relations,” a Pakistan Foreign Ministry statement said.

 

SenderBerl: When Bush went with guns blazing into Asia after 9/11, Pakistan was

ready to move its nuclear arsenal to China. Thus the relationship is an

understatement as the offered reason for Chinese foreign minister Tang Jiaxuan's

visit.

��������� President Bush is listening to advisors who are saying, “Better to confront China today than tomorrow.”

��������� If China doesn't engage, it will lose its international standing; and Bush will have won a victory which defies understanding by the American public.

��������� However, we do not believe that China will let its recent success evaporate. It must act, because once it loses face, then recovery is highly improbable.

 

.Syria Opposes but Votes for New Iraq Resolution

UNITED NATIONS, May 14 (Reuters) - Striking out its own position, Syria

sharply rebuked the U.S.-initiated overhaul of sanctions against Iraq on Tuesday but then voted in favor of a U.N. Security Council resolution to implement it.

�

The vote had been delayed for several days because diplomats wanted council

unity and Syria had strong reservations on the resolution that radically changes procedures to expedite civilian goods to Iraq.

�

As the only Arab member in the 15-nation body, Syrian Ambassador Mikhail

Wehbe said the new plan would probably do little to help the Iraqi people and

that the United States would find a way to continue blocking contracts to

Baghdad.

�

“Syria believes it is high time to lift the sanctions,” which have denied Iraq supplies needed to reconstruct its ruined infrastructure, Wehbe said. And he said the council had lost credibility by not enforcing its resolutions telling Israel to pull out of West Bank cities. But Wehbe said Syria would vote “yes” on the Iraqi measure in the interest of unity and to avoid further damage to the Security Council's credibility.

�

On Friday, Syria pushed for an amendment that acknowledged Iraq's right, under the U.N. Charter, to defend itself, an apparent reference to the Bush administration's ongoing discussions about whether to topple President Saddam Hussein. The council rejected the proposal.

�

Wehbe told the council's public meeting on Tuesday that Damascus wanted to

ensure Iraq was not denied its legitimate right to self-defense, providing Baghdad did not develop weapons of mass destruction.

�

Syria itself has been accused by U.S. and British diplomats as well as oil analysts of violating sanctions for the past two years by illegally importing at least 150,000 barrels per day of Iraqi crude oil. Syria has said it is testing its pipeline linking the two countries.

�

Since it joined the council in January as one of 10 non-permanent members, Syria has often defied predictions, prompting one Arab delegate to say Damascus sometimes conducted its own “intifada.”

�

On the Middle East, Wehbe walked out of the council on March 30 rather than

vote in favor of a resolution calling for the withdrawal of Israeli troops from Ramallah and other cities, arguing it was not strong enough.

�

But he then surprised nations by introducing a resolution on April 4 demanding the earlier document he scorned be implemented.

SenderBerl: Syria has the most to lose, knowing that it is in line after or with Iraq, as primary targets by the U.S. in order to take care of those regimes that stand in the way of Israel accepting the Oslo peace.

��������� Bush is working on a schism between Syria and Iraq. Syria will rethink its position and take advantage of all it has to gain. Syria will receive everything it has

ever wanted. It has already achieved a seat on the UN Security Council.

��������� The U.S. is trying to tell Syria: Why take the hard road when you can take the easy one?� Look at Sharon. He took the easy road and he can sleep at night, even with all the pressure. He has a tan, a great barber, and whatever he says gets televised throughout the world with commentary from the media that enhances his image.

 

Conclusion: If China succumbs, the market will rise (it could soar 1000-2000 points). We currently are seeing a window open in 7-10 trading days for reversal, which usually coincides with the time period we interpret something will arise.

��������� The Likud overt vote was a surprise -- in that the U.S. did not look to intercede -- and thus required reassessment.
