Baghdad ready to let weapons inspectors in

SADDAM HUSSEIN may be ready to end his years of defiance of the
international community and allow United Nations weapons inspectors into Iraq to
search for weapons of mass destruction.

The move, which was circulating among diplomats at the UN yesterday, was seen as
an attempt to ward off America�s plans to topple the Iraqi regime. Experts said that
by complying with the UN, Baghdad hoped to drive a wedge between America and its
allies in Europe and the Arab world.

According to James Cunningham, the US deputy head of mission at the UN,
American diplomats were alerted by various sources that Baghdad was about to
reverse its long-standing policy.

�I think a lot of people are telling us the Iraqis are seriously thinking about this 
now,�
Mr Cunningham said.

British sources confirmed similar reports, apparently relayed by officials from Arab
mediators, that the inspectors may return nearly four years after they were withdrawn
and banned from working in Iraq.

�We have been hearing the same noises that Iraq might let the inspectors back, but
the game is not over yet,� a British diplomat said.

Iraq has over the past few months shown signs of softening its position towards the
UN, moderate Arab states and the West. Yesterday it said that it would abide by the
new �smart sanctions� regime imposed by the UN to allow more goods to be sold to
Baghdad but tighten control on items with dual military and civilian use.

Naji Sabri, the Iraqi Foreign Minister, has held two rounds of talks with Kofi Annan,
the UN Secretary-General, on the return of the inspectors. The UN would like to see
an agreement clinched when the Iraqi envoy returns to New York next month.

But given Iraq�s past record, UN and Western officials remain very cautious. After the
Gulf War Baghdad allowed UN inspectors in to search for nuclear, chemical and
biological weapons and ballistic missile technology. Weapons were found and
destroyed, but Iraq made it difficult for the UN to complete its work.

Mr Cunningham said that if Iraq was prepared to change its policy, the UN should be
encouraged to talk to Baghdad, but he warned that the process should not �drag on
for months�.
