Alerts tied to memo flap

The Bush administration issued a spate of terror alerts in
recent days to mute criticism that its national security team sat
on intelligence warnings in the weeks before the September 11
attacks.
The warnings, including yesterday's uncorroborated FBI report
that terrorists might target the Statue of Liberty, quieted some
of the lawmakers who said President Bush failed to act on clues
of the September 11 attacks, although Senate Majority Leader Tom
Daschle yesterday reiterated his demand for an independent
investigation.
The latest alerts were issued "as a result of all the controversy
that took place last week," said Bush spokesman Ari Fleischer,
referring to reports that the president received a CIA briefing
in August about terror threats, including plans by Osama bin
Laden's al Qaeda network to hijack U.S. commercial airliners.
Administration officials are making an effort to "answer
questions, because they're reflecting things about the
generalized level of alert and concern we have that's been out
there," Mr. Fleischer said.
Defense Secretary Donald H. Rumsfeld yesterday raised the
potential of nuclear attack in the United States, saying
terrorist-sponsoring countries "inevitably" would acquire weapons
of mass destruction and "would not hesitate one minute in using
them."
Yet some of the warnings simply stated the obvious, as Mr. Bush
did yesterday in the Oval Office.
"The al Qaeda still exists, they still hate America and any other
country which loves freedom, and they want to hurt us. They're
nothing but a bunch of cold-blooded killers," he said.
Mr. Fleischer, however, said disarming critics is not the only
motivation for the warnings. He said U.S. intelligence agencies
have alerted the administration to an increase in communication
among terror groups.
"There has been a recent increase in the chatter that we've heard
in the system, and that was reflected in what they said," he
said. "So I think they're doing their level best to answer
questions that people have."
Both Republicans and Democrats raised harsh rhetoric after media
reports that Mr. Bush had been told of terrorist activity a month
before hijackers, using planes as missiles, killed more than
3,000 people on U.S. soil.
Some on Capitol Hill later indicated that Mr. Bush was correct in
not alarming Americans by issuing a vague warning after his Aug.
6 daily intelligence briefing.
"If there is a specific threat if they have specific information
of something coming in a particular sector, they've got to convey
it, they've got to announce that," said Sen. Joseph I. Lieberman,
Connecticut Democrat.
"But, when it comes to more general warnings," he said, "I think
they have to be cautious about it. I don't think anybody has any
bad intentions here, but it does have an effect � it scares
people, including a lot of children, frankly."
After demanding a congressional investigation into what Mr. Bush
knew before September 11 and declaring the administration
negligent, House Minority Leader Richard A. Gephardt this week
said: "I never, ever thought that anybody, including the
president, did anything up to September 11 other than their
best."
Democrats and Republicans on Capitol Hill yesterday dampened
accusations that Mr. Bush knew of the planned attacks and failed
to act. Most said a proposed congressional probe into the matter
would be concerned primarily with bureaucratic mistakes that
missed red flags.
"I don't think the president knew," said Sen. Richard C. Shelby
of Alabama, the top Republican on the Senate Select Committee on
Intelligence.
Some on Capitol Hill planned to focus on what intelligence
agencies knew and why they did not share that information.
"We intend to carry out that responsibility by conducting a
thorough oversight of this horrific incident, which raised
serious questions about the state of intelligence for the United
States government," said Sen. Bob Graham, Florida Democrat and
chairman of the Senate intelligence panel.
One aide for a Democratic senator who initially criticized Mr.
Bush said his boss got ahead of the story.
"We thought the story had legs. It didn't. Now we are focusing on
what the intelligence agencies knew, not what the president
knew," the aide said.
Democrats began to focus on a July 10 memo from a Phoenix FBI
agent who was concerned about a large number of Arabs seeking
training at an Arizona flight school. Administration officials
said that memo never reached the president.
Since September 11, the White House has sought to inform
Americans about credible threats while avoiding alerts based on
general threats.
The "analysis report" on which Mr. Bush was briefed Aug. 6
contained no specific information and was focused more on past
practices of terrorist groups such as the al Qaeda network.
But administration officials in recent days have issued a series
of general warnings. On Sunday, Vice President Richard B. Cheney
said future terrorist attacks on the United States were almost a
certainty.
On Monday, FBI Director Robert S. Mueller III said suicide
bombers, like those who had attacked public places in Israel,
eventually would target the United States.
Mr. Rumsfeld said yesterday that Iraq, Iran, Syria, Libya and
North Korea were developing weapons of mass destruction and would
supply them to terrorist groups.
But many of the critics who said Mr. Bush should have informed
Americans of his Aug. 6 briefing took issue with the new
warnings.
"I know they were answering questions, so they've got to be
responsive, but I think it may create more fear than is helpful,"
Mr. Lieberman said.
Meanwhile, Homeland Security Director Tom Ridge said the new
reports have not prompted administration officials to raise the
nationwide alert status because the intelligence is too vague.
Mr. Ridge said warnings Saturday that terrorists might target
unnamed apartment buildings were not enough to change the
nation's security alert from "yellow," the third-highest of five
stages.

Levy's body found in Rock Creek Park

Thirteen months after former intern Chandra Levy
disappeared, her body was found yesterday morning in Rock Creek
Park by a man walking his dog and searching for turtles. Top
Stories
D.C. Police Chief Charles H. Ramsey told a gathering of hundreds
of reporters and news-crew members that dental records had
confirmed the identity of the remains found on a steep embankment
just off Broad Branch Road near Brandywine Street NW.
Even before the dental match was made, investigators felt
strongly they had found the missing former intern: One of the
items found near the remains was a gold ring engraved with the
initials "C.L." One law-enforcement source told The Washington
Times the ring was found in a shallow grave with some of the
remains.
"The shallow grave would take away the self-inflicted wound
theory," the source said.
Police also found shorts, running tights, a red sports bra and
running shoes.
Chief Ramsey said bones were found over a wide area and that they
may have been scattered by animals.
He said the case is being handled as a "death investigation" but
that that could change after the medical examiner determines the
cause of death.
"This does put us on a different path, one that we had traveled
as a possibility," Chief Ramsey said. "But now we know her death
is a reality. So what we have to do is investigate the
circumstances around her death, and that's going to be the focus
of the investigation from this point forward."
Levy family attorney Billy Martin last night said the family was
taking time to compose themselves and deal with yesterday's news.
He said the Levys will continue their own investigation into the
case and expect it to be classified as a homicide.
"Although the discovery of Chandra's body closes one chapter and
brings some closure to this ordeal, it does not � and I repeat
does not � solve the mystery of what happened to Chandra," Mr.
Martin said. "On behalf of the Levy family, we want everyone to
appreciate we will continue, along with the police, our
investigation to find the person or persons who did this to
Chandra."
Police sources said they were not surprised the remains were
found in Rock Creek Park because the last time Miss Levy used her
computer on May 1, 2001, she was looking for information on Rock
Creek Park.
Executive Assistant Police Chief Terrance W. Gainer said the area
where the body was found "was not searched with dogs" but that
police recruits had been through the area on foot last year as
part of a 1,700-acre sweep of the park.
Hordes of media remained in the park last night, although police
had called off the search until this morning. Television lights
were brighter than those set up by the police department to
illuminate the area.
The police mobile command center was parked across Broad Branch
Road. At about 10 p.m., police were seen walking into the crime
scene area carrying pizza and fast food for the officers who
remained.
One neighborhood resident said she was surprised the missing
woman's body was found in her neighborhood, especially in jogging
clothes.
Tansy Blumer, 59, who lives on Davenport Road about 100 yards
west of where the body was found, said the two-lane, winding road
is not a typical jogging path.
"There are no sidewalks or shoulders," she said. "It's not a big
jogging area. You can walk on park trails, but they are difficult
and not well-known trails, and they are definitely not for
running."
Police yesterday were looking for Miss Levy's keys, which were
missing from her third-floor apartment at 1260 21st St. NW when
it was searched by police May 6, 2001. Police detected no signs
of a struggle or forced entry into the apartment. They found
packed luggage and her driver's license, money and credit cards
inside her wallet.
Miss Levy was last seen April 30, 2001, as she was planning to
return to her Modesto, Calif., home after working as an intern at
the Federal Bureau of Prisons. She was scheduled to receive her
diploma from the University of Southern California on May 9.
Chief Ramsey expressed his condolences to the Levys and said he
had spoken with them twice yesterday. He said he relayed the
medical examiner's conclusions to a Levy family attorney, who
broke the news to Miss Levy's parents, Robert and Susan Levy.
Police said leads in the case slowed to a trickle after the
September 11 attacks. The case drew worldwide attention last
summer when it was disclosed that Miss Levy had been having an
affair with Rep. Gary A. Condit. Mr. Condit, California Democrat,
was interviewed four times by police and FBI detectives,
including on July 26 by FBI Special Agent Melissa Thomas, a
profile specialist. The FBI was trying to establish a profile of
Miss Levy.
Mr. Condit first denied he had an affair with Miss Levy, but
during the third interview with police detectives, he
acknowledged a romantic relationship. Detectives also interviewed
his staff and his wife.
Mr. Condit's attorney, Mark Geragos of Los Angeles, released a
statement late yesterday. It said: "Congressman Gary Condit and
his family want to express their heartfelt sorrow and condolences
to the Levy family. The Levy family will remain in our prayers."
Mr. Condit lost a Democratic primary in March for the
congressional seat he has held since 1989.

Contingency planning Pentagon MASCAL exercise simulates
scenarios in preparing for emergencies

Washington, D.C., Nov. 3, 2000 - The fire and smoke from the
downed passenger aircraft billows from the Pentagon courtyard.
Defense Protective Services Police seal the crash sight. Army
medics, nurses and doctors scramble to organize aid. An Arlington
Fire Department chief dispatches his equipment to the affected
areas.
Don Abbott, of Command Emergency Response Training, walks over to
the Pentagon and extinguishes the flames. The Pentagon was a
model and the "plane crash" was a simulated one.
The Pentagon Mass Casualty Exercise, as the crash was called, was
just one of several scenarios that emergency response teams were
exposed to Oct. 24-26 in the Office of the Secretaries of Defense
conference room.
On Oct. 24, there was a mock terrorist incident at the Pentagon
Metro stop and a construction accident to name just some of the
scenarios that were practiced to better prepare local agencies
for real incidents.
To conduct the exercise, emergency personnel hold radios that are
used to rush help to the proper places, while toy trucks
representing rescue equipment are pushed around the exercise
table.
Cards are then passed out to the various players designating the
number of casualties and where they should be sent in a given
scenario.
To conduct the exercise, a medic reports to Army nurse Maj. Lorie
Brown a list of 28 casualties so far. Brown then contacts her
superior on the radio, Col. James Geiling, a doctor in the
command room across the hall.
Geiling approves Brown's request for helicopters to evacuate the
wounded. A policeman in the room recommends not moving bodies and
Abbott, playing the role of referee, nods his head in agreement.
"If you have to move dead bodies to get to live bodies, that's
okay," Abbott says as the situation unfolds.
Geiling remarked on the importance of such exercises.
"The most important thing is who are the players?" Geiling said.
"And what is their modus operandi?"
Brown thought the exercise was excellent preparation for any
potential disasters.
"This is important so that we're better prepared," Brown said.
"This is to work out the bugs. Hopefully it will never happen,
but this way we're prepared."
An Army medic found the practice realistic.
"You get to see the people that we'll be dealing with and to
think about the scenarios and what you would do," Sgt. Kelly
Brown said. "It's a real good scenario and one that could happen
easily."
A major player in the exercise was the Arlington Fire Department.
"Our role is fire and rescue," Battalion Chief R.W. Cornwell
said. "We get to see how each other operates and the roles
and responsibilities of each. You have to plan for this. Look at
all the air traffic around here."
Each participant was required to fill out an evaluation form
after the training exercise.
"We go over scenarios that are germane to the Pentagon," Jake
Burrell of the Pentagon Emergency Management Team said. 'You play
the way you practice. We want people to go back to their
organizations and look at their S.O.P. (standard operating
procedure) and see how they responded to any of the incidents."
Burrell has coordinated these exercises for four years and he
remarked that his team gets better each year.
Abbott, in his after action critique, reminded the participants
that the actual disaster is only one-fifth of the incident and
that the whole emergency would run for seven to 20 days and might
involve as many as 17 agencies."
"The emergency to a certain extent is the easiest part," Abbott
said. He reminded the group of the personal side of a disaster.
Families wanting to come to the crash sight for closure.
In this particular crash there would have been 341 victims.

"BUSH HAD HIJACK WARNING"

May 16, 2002 -- Intelligence officials warned President Bush in
the weeks before Sept. 11 that Osama bin Laden and his terror
henchmen might have been plotting to hijack passenger airliners,
the White House said last night.
The warnings, which came in the first 10 days in August, resulted
in a secret alert to law enforcement.
But Bush's spokesman said the administration believed bin Laden
was merely plotting a "traditional" hijacking.
"There's been a long-standing awareness in the intelligence
community, shared with the president, about the potential for bin
Laden to have hijackings in a traditional sense," said White
House spokesman Ari Fleischer.
"The information the president got dealt with hijackings in the
traditional sense - not suicide bombers, not using planes as
missiles," he added.
But evidence has surfaced in recent weeks that intelligence and
law-enforcement officials had evidence something bigger might
have been in the works:
* A classified memo written by a Phoenix FBI agent last summer
urged the bureau to investigate a number of Middle Eastern men
enrolled in American flight schools, citing bin Laden as someone
who could organize such flight training.
* Last August, shortly after the arrest of accused bin Laden
terrorist Zacarias Moussaoui, a Minneapolis FBI agent on the case
wrote in notes that Moussaoui was the kind of person who might
"fly something into the World Trade Center."
* A French investigating judge and terrorist hunter had presented
the FBI information weeks before Sept. 11 warning that Moussaoui
was a dangerous Islamic extremist.
But nobody in Washington appears to have connected the dots.
Bush and his intelligence experts had no idea any hijackers would
be on suicide missions to use the planes as murderous missiles
against the World Trade Center and the Pentagon, officials said.
As a result of the information, the administration alerted
domestic law-enforcement agencies that hijackings "in the
traditional sense" were possible, Fleischer said.
The alert, which was never made public, may have prompted the
hijackers to change their tactics, Fleischer said.
The alert was "one of the reasons that you saw that the people
who committed the 9/11 attacks used boxcutters and plastic knives
to get around America's system of protecting against hijackings,"
Fleischer said.
Hijackings by al Qaeda terrorists were just one of "many things
that we talked about all the time as a potential terrorist
threat," said a U.S. intelligence official, speaking on condition
of anonymity.
"But when we talked about hijackings, we talked about that in the
traditional sense of hijackings, not in the sense of somebody
hijacking an aircraft and flying it into a building," the
intelligence official said.
"We talked about concern about the general noise level about al
Qaeda planning, and we were trying to figure out what they would
do. We never had specifics about time, place, MO [method of
operation]."
Congressional investigators are focusing on why the FBI failed to
put the different information about the threats together.
Sen. Richard Shelby (R-Ala.), a member of the Senate Intelligence
Committee, said the Phoenix FBI memo "was a very important
warning and it was not heeded. It was not distributed. It was not
acted on."

actions. "It sort of makes you wonder where the get-tough
president was when he was getting all this information, why they
didn't react act more vigorously," Marshall said. "The notion
that American planes might be hijacked, that should have caused
more concern, even if we didn't think that they might be flown
into things." Bill Doyle of New York City, whose son, Joseph, was
killed in the World Trade Center, said he has received numerous
phone calls from other victims' relatives, all distraught over
the recent revelations.
