And about Terrorists Taking Flight Training in the U.S.? �   By Cliff Kincaid   On Fox News Sunday on June 9, Bush White House chief of staff Andrew Card said that federal managers don�t have the freedom to manage. He said a new federal bureaucracy called the Department of Homeland Security should have �management flexibilities.� If the administration is so concerned about making changes in the bureaucracy, said host Tony Snow, ��why hasn�t anybody been fired for what seems to have been incompetence on the job or looking the other way at any level [after 9/11]. We haven�t we seen anybody get cashiered.�   �That�s not true,� said Card. �People have been moved out during this administration because they haven�t done the job as the president saw that they should do it. But again, this is not about people or bureaucracies. It�s about doing what�s right for the country.�   A careful listener would notice that Card never identified those who got �moved out,� and that his statement that it�s not about people or bureaucracies doesn�t make any sense at all. This rhetoric obscures a basic point � that Clinton holdovers such as CIA director George Tenet have stayed on in their jobs.   Some thought this was because of a Bush family debt to Tenet, who had joined President Bush�s father, who served as CIA director, on April 26, 1999, for a ceremony marking the designation of the CIA's Headquarters compound as the George Bush Center for Intelligence.   In his remarks at the event, President Bush number 41 said, �Let me thank the great team that we have running CIA. I think all the former Directors here would agree that in George Tenet we have one of the very, very best.�   In his remarks, Tenet returned the compliment, saying, �Thanks in great measure to your leadership, our country no longer confronts the worldwide threat from a rival superpower that we did during the Cold War. But as the 21st century approaches, we must contend with a host of other dangerous challenges � challenges of unprecedented complexity and scope. The United States remains the indispensable country in this uncertain and chaotic world. And time and again, the CIA has proven itself to be the indispensable intelligence organization, helping America build a more secure world for our people everywhere. �   After 9/11, that didn�t seem so true anymore, and yet George Tenet remains in his job.   However, evidence now suggests that he may have done his job, and that it was President Bush number 43 who failed to take the necessary action to safeguard the country.   Michael Getler, the ombudsman for the Washington Post, mentioned a significant piece of evidence in his column on May 26. He noted that Tenet was having breakfast at a hotel on September 11 with former senator David Boren when an aide rushed over to whisper the news to him about the terrorist attacks. Getler quoted Tenet as saying, "This has bin Laden all over it."   Tenet is also reported to have said. "I wonder if it has anything to do with this guy taking pilot training?" This was a reference to Zacarias Moussaoui, who had been detained in August after attracting suspicion at a flight school in Minnesota.   Ray McGovern, a CIA analyst for 26 years, cites this incident in a column contending that President Bush �had more forewarning than he acknowledges��   The FBI reportedly did not tell the White House about Moussaoui until after September 11, �but it is a safe bet that the CIA's Tenet did,� McGovern says. Even before learning about Moussaoui, he notes, Tenet's daily briefing for the president on August 6 bore the title ''Bin Laden Determined to Strike in U.S.''   He adds, �When analysts working in Tenet's Counterterrorist Center were warned about Moussaoui a few weeks before September 11, it is inconceivable that they would not have told Tenet. Tenet�s people learned about Moussaoui in a back-door message from the FBI Field Office in Minneapolis enlisting the CIA's help in obtaining information on Moussaoui from French intelligence. The French promptly pointed out Moussaoui's affiliations with radical fundamentalist groups and Osama bin Laden.�   McGovern continues, �As warnings of a major terrorist operation against the United States poured in last summer, we know that George Tenet kept warning everyone who would listen. It seems to me certain that he would have kept the vacationing president up to date, including the fresh information on Moussaoui.�   McGovern says this is probably why Tenet didn't get fired after September 11 and why President Bush made an unusual appearance at CIA headquarters on September. 26, putting his arm around Tenet and proclaiming, �We have the best intelligence possible��   Tenet knows what he told Bush, and he should be asked about it under oath. But the buck stops with Bush, not Tenet.   The question, �What did the president know, and when did he know it?� is relevant. More important is what he did about it, if anything. *** A veteran journalist and commentator, Cliff Kincaid, 48, has been based in the Washington, D.C. area for more than twenty years. Kincaid responded, �I am not a member of a cult and I don�t claim to be the Messiah.� When the Times 20th anniversary event was over, Kincaid had been vindicated, as Moon gave a bizarre speech claiming he was God and that the Times had to promote his message. Times journalists were embarrassed and humiliated. Kincaid�s articles and reports on the pernicious influence of the Moon organization in conservative ranks and Moon�s financial connection to North Korea and China are circulating to movers and shakers in the conservative community.
