Bush Pledges Vision on Palestinian State

President Bush has pledged to lay out his vision of a Palestinian state living side-by-
side with Israel. Mr. Bush told reporters in Washington Thursday he strongly
believes a Palestinian state would need strong institutions so that it can live
peacefully alongside Israel and give hope to the Palestinian people.

He did not indicate when he will unveil his plan, but many observers say it could
happen next week.

The president has said he will present his views on how to proceed toward Mideast
peace after various meetings on the issue.

On Thursday, Mr. Bush held talks with Saudi Foreign Minister Prince Saud Al-
Faisal, following other recent talks with Israeli Prime Minister Ariel Sharon and
Egyptian President Hosni Mubarak. The Saudi crown prince, who meets Friday with
U.S. Secretary of State Colin Powell, said he was pleased with what he heard from
the president.

Secretary Powell said this week that a provisional Palestinian state should be
considered an interim step. A White House spokesman (Ari Fleisher) said Thursday
a provisional government is one of many ideas under consideration, and is not U.S.
policy.

Mr. Powell was in Canada Thursday, wrapping up a meeting of foreign ministers of
the world's major industrialized nations. They endorsed plans for a Middle East
peace conference, without saying when they think such a gathering should take
place.

Meanwhile, a key Palestinian Authority minister, Nabil Shaath, is expected to meet
with top U.S. officials today in Washington, just one day after Palestinian leader
Yasser Arafat convened a new, streamlined cabinet. Mr. Arafat said Thursday he
will soon announce when presidential and legislative elections will be held.

U.S. State Department officials expressed cautious optimism about the changes.
