Tucker Jr. A petition to posthumously rehabilitate the reputations of two honorable military officers who were unjustly blamed for America’s lack of preparedness for the Japanese attack on Pearl Harbor, Dec. 7, 1941, is in the White House—but its chances are dim. Blame the 9-11 terror attacks. Adm. Husband Kimmel and Gen. Walter Short were blamed for being unprepared in the Japanese “surprise attack” when, as history has shown, President Franklin D. Roosevelt, a Democrat, had advance knowledge and deliberately kept the information from the Pearl Harbor commanders. Both had been demoted and relieved of their commands as scapegoats for President Roosevelt. Since then, the families of Kimmel and Short have fought to restore their good names and rank. CARD GAMES White House Chief of Staff Andrew Card refuses to send the plea for exoneration to President Bush. The rationale is that, with so many people now asking who knew what and when about potential terrorist at tacks before 9-11, it would be too explosive for the administration to admit that the White House had foreknowledge of the Japanese attack 60 years go. “Rear Adm. Kimmel and Maj. Gen. Short were, without question, honorable and patriotic Americans who served our country with bravery and dedication,” Card wrote to Rep. Michael Castle (R-Del.), who is championing the cause of exoneration. But, Card wrote, he is “not inclined to recommend to the president” that their ranks be restored in an act of exoneration. DO THE RIGHT THING But Tom Kimmel, a grandson of the admiral, says: “Now more than ever it is important that the president of the United States do the right thing for our men and women in the service of their country.” “Subsequent investigations by those inside and outside the military proved that Washington knew the Japanese were on the move but never told Hawaii,” said the prestigious White House Weekly in reporting on the efforts by survivors of the commanders. The War Department, which evolved into the Department of Defense, has placed the blame on the commanders for 60 years to hide its own embarrassment. Evidence that Roosevelt knew about the impending attack days in advance is overwhelming. Based on written records and first-hand knowledge of people high in the Roosevelt administration and in Congress, revisionist scholars have concluded that the president baited the Japanese into the “surprise” attack to gain entry into the war, making it World War II. The draft act had passed the House by a single vote, and Roosevelt had promised British Prime Minister Winston Churchill that the United States would join the war but first had to overcome political opposition.
