Moussaoui's Antics Cloud Plea Decision

If you know what Zacarias Moussaoui
is going to do Thursday at his
scheduled plea hearing then you are
one up on federal prosecutors,
stand-by defense attorneys, and the
judge in his case. Moussaoui's conduct
over the past few months has been so
erratic -- his in-court statements so
contradictory -- that there is virtually
no way to predict whether Moussaoui
will plead guilty to some or all of the
terror conspiracy charges or whether
he will change his mind once again and
decide to contest the case.
It's not beyond the realm of reason,
depending upon what he does and
says during the hearing, that U.S.
District Judge Leonie M. Brinkema
will find Moussaoui incompetent to
represent himself. Earlier this week,
the judge reiterated her position that
the defendant is competent to
represent himself, although she
conceded that his jailhouse motions
were becoming "increasingly
confrontational."
But Thursday's hearing may push her
over the top, especially if Moussaoui decides to plead guilty. In
that
case, he then has to answer nearly an hour's worth of questions
from
the judge during the necessary colloquy that accompanies a plea.
Given his recent antics in court, it's hard to imagine how
Moussaoui
is going to get through that long question-and-answer session
without
either backtracking on his plea or driving the judge herself to
the
point of exasperation. Last week, for example, Moussaoui asked to
plead guilty so he could get right to the trial, not
understanding,
apparently, that a guilty plea would mean his case bypasses a
trial
and goes right to its sentencing phase. It's more likely that
Moussaoui's responses will be confused to the point of
meaninglessness than it is that he'll say the right things at the
right time to give the judge comfort that the plea is knowing and
voluntary.
It's also conceivable that the judge simply would delay the plea
hearing a few weeks or so to allow Moussaoui to be re-evaluated
by
court-appointed doctors. Moussaoui's stand-by attorneys -- the
ones he isn't talking to these days -- asked her to do that
Wednesday afternoon. Have the doctors check him out again, the
defense attorneys suggested to Judge Brinkema, and while you are
at
it, resolve all of the death penalty issues in the case before
you allow
Moussaoui to cop a plea that could cost him his life. If the
judge
wants to be truly cautious about proceeding, she very well could
accept that suggestion. It certainly would reduce the chances of
a
problem on appeal.
Then there is the growing problem of precisely what charges
Moussaoui is willing to plead guilty to. CBS News reported a few
weeks ago that some U.S. officials believe that Moussaoui was not
the "20th hijacker" from Sept. 11th, but rather in training for a
subsequent terror attack.
Over the weekend, the New York Times published a similar story.
So what happens if, as Moussaoui suggested last week, he stands
up
Thursday and says he is willing to plead guilty to only some of
the
charges against him? Or if he stands up and says he's willing to
plead
guilty to a different set of crimes than those with which he has
been
charged?
If that happens -- don't bet the ranch against it -- Judge
Brinkema
would not be able to accept the plea. It's all or nothing in a
case like
this. And such a scenario would be mortifyingly embarrassing to
federal prosecutors, who have been claiming all along that they
know
what Moussaoui was and was not up to in the months before last
September. They'd have to go back to the drawing board, perhaps,
and re-indict Moussaoui for a third time, this time using his own
in-court words to make their case against him. And they'd have to
answer questions about the ethical propriety of a prosecution
moving
forward when prosecutors know or have reason to know the
allegations in the indictment aren't accurate. Lawyers aren't
supposed
to play the game that way, even when the legal and political
stakes
are as high as they are in this case.
Those are most of the messy things that can happen Thursday
morning. But it doesn't have to happen that way. If the John
Walker
Lindh and Moussaoui cases have taught us anything to date it's
that
we ought to expect the unexpected. It's certainly possible, then,
that
Moussaoui will jump through all the hoops and actually plead to
the
right crimes in the right order. If that happens, prosecutors
will have
to make tough decisions about how they want to proceed with the
sentencing hearing that will follow.
If government attorneys still want to pursue the death penalty
against
Moussaoui, the sentencing hearing will look an awful lot like a
mini-trial, without the presumption of innocence that attaches to
the
defendant. A sentencing jury will have to be empanelled because
only a jury in a case like this can recommend a death sentence.
Judge
Brinkema will have to voir dire those jurors to ensure they can
judge
Moussaoui's fairly despite his guilty plea. The feds will still
have to
prove some of the elements of the underlying crimes in order to
establish the "aggravating factors" necessary to impose a death
sentence. And Moussaoui will be able to present a defense
designed
to spare his life.
The Justice Department can avoid all that, of course, by making
a
deal with Moussaoui which spares his life but which also
requires him
to tell what he knows about his al Qaeda buddies and the
September
attacks. A deal like that makes sense legally, politically and
even
militarily. It would save the government's "vital but limited
resources,"
to use the words of US Attorney Paul McNulty last week when he
justified the Lindh deal. It would also give interrogators
valuable
information they aren't getting from the detainees at
Guantanamo
Bay.
It would also serve to stop cold Moussaoui's courtroom antics and
political ruminations. That alone, I suspect, holds tremendous
value
these days for a government that has plenty else to worry about
in
the legal war on terror.

U.S. Wants Death Penalty For Moussaoui
(AP) Prosecutors are seeking a third
indictment of Zacarias Moussaoui to
spell out conduct that could trigger the
death penalty for the accused Sept. 11
conspirator, legal sources said
Tuesday.
The Bush administration said it would
seek to execute Moussaoui if he's
convicted of conspiracy to commit
terrorism and other charges related to
the attacks on the World Trade Center
and the Pentagon.
Prosecutors returned to the grand jury
because the Supreme Court ruled last
month that juries, not judges, must
make the crucial decisions on life or
death, said the sources, who spoke
only on condition of anonymity.
The third indictment would spell out
"aggravating" circumstances under the
federal death penalty law � criteria
that would permit use of capital
punishment.
Moussaoui is the only individual
charged in connection with the attacks.
The original indictment accused him of
plotting with the 19 hijackers and
taking similar actions, including
enrolling in flight schools. While
government officials believe he was
planning to be the 20th hijacker,
Moussaoui was in custody on Sept. 11
on immigration violations.
The second indictment of Moussaoui
dropped references in the earlier
version to allegations he sought
information on crop dusting aircraft
and changed some dates of his
conduct.
Last week, the court-appointed lawyer for Moussaoui, Frank
Dunham Jr., filed a motion contending the high court ruling
should bar
the government from seeking the death penalty in the case.
Dunham, who remains in the case despite Moussaoui's attempts to
have him dismissed, contended that a grand jury must specifically
consider the death penalty issue. Moussaoui is serving as his own
lawyer.
Dunham contended that even a revised indictment dealing with the
death penalty should not allow the government to seek Moussaoui's
execution. He said only Congress could fix flaws in the federal
law as
a result of the Supreme Court ruling.
The court's ruling means that the circumstances of the crime that
prosecutors claim make the defendant eligible for the death
penalty
must be explained in the indictment and reviewed by a jury.
The federal death penalty law, like those in most states, draws a
line
between crimes that can trigger a death sentence and those that
cannot. Murder by itself does not make a defendant eligible for
that
sentence; there must be what prosecutors call aggravating
factors, or
circumstances of the crime, which make it particularly egregious.
For example, under the federal system, the killing of a law
enforcement officer is a capital crime, as is a killing that
results in the destruction of federal property or of private
property that is involved in foreign or interstate commerce.
Moussaoui is charged with conspiracy to commit terrorism, pirate
aircraft, destroy aircraft, use weapons of mass destruction,
murder
U.S. government employees and destroy property.

Moussaoui Uncooperative In Court
(CBS) Calling himself a �slave of
Allah,� Zacarias Moussaoui, the
French citizen charged with conspiracy
in the Sept. 11 attacks on America,
asked a federal court Monday to
permit him to fire his court-appointed
lawyers and hire his own or represent
himself.
In a lengthy, 50-minute discourse,
Moussaoui said his defense team was
only after �greed, fame and vanity� and
said he had not given them any
information that would help in his
defense because there was no way
they could understand him.
He requested the court either appoint
a Muslim lawyer or allow him to fire
the court-appointed team and hire his
own Muslim lawyer or represent
himself.
�It's a sophisticated version of the kiss
of death,� Moussaoui, speaking at the
lawyer's podium, told U.S. District
Judge Leonie Brinkema.
�The United States will not have a trial
without me,� he said. �They only need
me for the gas chamber.�
Brinkema ordered a mental
examination to ensure that Moussaoui
would be able to represent himself.
She also refused to fire the
court-appointed lawyers, saying
Moussaoui would not have to
cooperate with them but that he would
need competent counsel present in the
courtroom.
She said that Moussaoui, who said he
wanted to hire a Muslim lawyer, would
have to follow U.S. law, which she
told him is extremely complicated.
Moussaoui said he has more than
$30,000 but he has been unable to
hire his own attorney because the
money has been frozen by presidential
order.
Quoting frequently from verses of the
Quran and adding his own comments,
Moussaoui said �I pray to Allah� for �the destruction of the
United
States of America,� for �the destruction of the Jewish people and
state� and for Muslims fighting in Chechnya, India and elsewhere.
Moussaoui, who said he wants a trial without a jury, said the
government is �spending millions of their evil money to kill me.�
He
said Brinkema �is here as a field general entrusted to get this
matter
over quickly.�
Moussaoui, 33, and American-born Taliban fighter John Walker
Lindh, 21, are in near-total isolation in a 15-year-old jail a
few miles
from the Pentagon, target of one of the hijacking attacks.
Like the narrow openings in their cells that pass as windows to
the
outside, each is allowed only a small slice of normal life.
Lindh, for
instance, gets to use the StairMaster exerciser he likes. Both
have
copies of the Quran, but may not participate in Muslim group
prayers.
They are confined to their cells 22 hours a day without radio,
television, videos or music. Even when taken for a shower or to
the
gym they do not interact with other prisoners. Officials say the
danger of passing messages is too high.
The cells in the Alexandria Detention Center have no desks or
chairs.
But they also have no iron bars � just doors with a small window
and a food slot. When Lindh said his cell was cold, officials
gave him
long johns to wear under his green prison jumpsuit.
Capt. Dave Rocco, the jail's spokesman, said Lindh has not
violated
any rules and Moussaoui, a French citizen, has had only minor
violations.
Prosecutors said in court papers that Moussaoui kept food in his
cell
until it hardened, considered a health hazard. Moussaoui's
violation
was costly for the moment, since prosecutors said it will keep
him �
for the present � in the small high-security cell he wants to
leave for
larger quarters.
The daily lives of Lindh and Moussaoui can be pieced together
from
sources familiar with their confinement, from Rocco's comments
and
from court filings in Moussaoui's bid to ease his restrictions.
Both men can have visits from immediate family, conversing on a
telephone through a glass partition. Lindh's parents have been
regular
visitors. Moussaoui, whose mother lives in France, has had no
personal visits, according to Rocco.
Both their cells have fluorescent overhead lights, one bright,
one
dimmer, so officials can monitor them. After Moussaoui complained
that the bright light stayed on 24 hours a day so he could be
observed at a video monitoring station, the government agreed to
turn it off at night.
Lindh has lodged no public complaints about prison conditions
with
the judge overseeing his case.
Guards physically check both men about every 15 minutes by
peering through the window in their doors.
Each man is confined under �special administrative measures,�
government rules that apply to a single prisoner. Prosecutors
said
they were worried about escapes, attacks on guards and coded
messages to terrorists outside prison � all known al Qaeda
tactics.
The indictments of Lindh and Walker contend both were associated
with Osama bin Laden's network.
Moussaoui is charged as an accomplice in the Sept. 11 attacks and
faces a possible death penalty if convicted. Lindh is accused of
conspiring to kill Americans and aiding terrorist networks.
Only the special regulations for Moussaoui have been made public
so
far.
Those rules require a prison staff member to initiate all calls
to his
attorney and confirm the lawyer's identity before giving
Moussaoui
the telephone. Phone calls to immediate family members are
monitored and recorded.
Moussaoui's personal mail must be copied and analyzed, and could
be seized if found to contain secret messages, encourage acts of
terrorism or circumvent jail rules.
Any imam, or Muslim prayer leader, who visits must be approved by
the government and cannot have physical contact with the
prisoner.
Prisoners get three meals a day and Muslims need not worry about
prohibited pork. It's never on the menu.

NEW REVELATIONS ON 9-11
Was it an �intelligence failure� to give red carpet treatment to
the �money man� behind the 9-11 terrorists, or was it simply
�routine�?
On the morning of September 11, Pakistan's Chief Spy General
Mahmoud Ahmad, the alleged "money-man" behind the 9-11 hijackers,
was at a breakfast meeting on Capitol Hill hosted by Senator Bob
Graham and Rep. Porter Goss, the chairmen of the Senate and House
Intelligence committees.
"When the news [of the attacks on the World Trade Center] came,
the two Florida lawmakers who lead the House and Senate
intelligence committees were having breakfast with the head of
the Pakistani intelligence service. Rep. Porter Goss, R-Sanibel,
Sen. Bob Graham and other members of the House Intelligence
Committee were talking about terrorism issues with the Pakistani
official when a member of Goss' staff handed a note to Goss, who
handed it to Graham. "We were talking about terrorism,
specifically terrorism generated from Afghanistan," Graham said.
Mahmoud Ahmad, director general of Pakistan's intelligence
service, was "very empathetic, sympathetic to the people of the
United States," Graham said.

Political Deception: The Missing Link behind 9-11

9-11: Foreknowledge or Deception? Stop the Nuclear Threat.
The foreknowledge issue is a Red Herring: "A Red Herring is a
fallacy in which an irrelevant topic is presented in order to
divert attention from the original issue."
ON May 16th The New York Post dropped what appeared to be a
bombshell: "Bush Knew . . . " Hoping to score politically, the
Democrats jumped on the bandwagon, pressuring the White House to
come clean on two
"top-secret documents" made available to President Bush prior to
September 11, concerning "advance knowledge" of Al Qaeda attacks.
Meanwhile, the U.S. media had already coined a new set of
buzzwords: "Yes, there were warnings" and "clues" of possible
terrorist attacks, but "there was no way President Bush could
have known" what was going to happen. The Democrats agreed to
"keep the cat inside the bag" by saying: "Osama is at war with
the U.S." and the FBI and the CIA knew something was cooking but
"failed to connect the dots." In the words of House Minority
Leader, Richard Gephardt:
"This is not blame-placing. . . . We support the President on the
war against terrorism � have and will. But we've got to do better
in preventing terrorist attacks." 1
The media's spotlight on �foreknowledge' and so-called "FBI
lapses" served to distract public attention from the broader
issue of political deception. Not a word was mentioned concerning
the role of the CIA, which throughout the entire post-Cold War
era, has aided and abetted Osama bin Laden's Al Qaeda, as part of
its covert operations.
Of course they knew! The foreknowledge issue is a red herring.
The "Islamic Brigades" are a creation of the CIA. In standard CIA
jargon, Al Qaeda is categorized as an "intelligence asset".
Support to terrorist organizations is an integral part of U.S.
foreign policy. Al Qaeda continues to this date (2002) to
participate in CIA covert operations in different parts of the
World.2 These "CIA-Osama links" do not belong to a bygone era, as
suggested by the mainstream media.
The U.S. Congress has documented in detail, the links of Al Qaeda
to agencies of the U.S. government during the civil war in
Bosnia-Herzegovina, as well as in Kosovo.3 More recently in
Macedonia, barely a few months before September 11, U.S. military
advisers were mingling with Mujahideen mercenaries financed by Al
Qaeda. Both groups were fighting under the auspices of the Kosovo
Liberation Army (KLA), within the same terrorist paramilitary
formation.4
The CIA keeps track of its "intelligence assets". Amply
documented, Osama bin Laden's whereabouts were always known.5 Al
Qaeda is infiltrated by the CIA.6 In other words, there were no
"intelligence failures"! In the nature of a well-led intelligence
operation, the "intelligence asset" operates (wittingly or
unwittingly) with some degree of autonomy, in relation to its
U.S. government sponsors, but ultimately it acts consistently, in
the interests of Uncle Sam.
While individual FBI agents are often unaware of the CIA's role,
the relationship between the CIA and Al Qaeda is known at the top
levels of the FBI. Members of the Bush Administration and the
U.S. Congress are fully cognizant of these links.
The foreknowledge issue focussing on "FBI lapses" is an obvious
smokescreen. While the whistleblowers serve to underscore the
weaknesses of the FBI, the role of successive U.S.
administrations (since the presidency of Jimmy Carter) in support
of the "Islamic Militant Base", is simply not mentioned.
Fear and Disinformation Campaign
The Bush Administration � through the personal initiative of Vice
President Dick Cheney � chose not only to
foreclose the possibility of a public inquiry, but also to
trigger a fear and disinformation campaign:
"I think that the prospects of a future attack on the U.S. are
almost a certainty. . . . It could happen tomorrow, it could
happen next week, it could happen next year, but they will keep
trying. And we have to be prepared." 7
What Cheney is really telling us is that our "intelligence
asset", which we created, is going to strike again. Now, if this
"CIA creature" were planning new terrorist attacks, you would
expect that the CIA would be first to know about it. In all
likelihood, the CIA also controls the so-called �warnings'
emanating from CIA sources on "future
terrorist attacks" on American soil.
Carefully Planned Intelligence Operation
The 9-11 terrorists did not act on their own volition. The
suicide hijackers were instruments in a carefully planned
intelligence operation. The evidence confirms that Al Qaeda is
supported by Pakistan's military intelligence, the Inter-services
Intelligence (ISI). Amply documented, the ISI owes its existence
to the CIA:
"With CIA backing and the funnelling of massive amounts of U.S.
military aid, the ISI developed [since the early 1980s] into a
parallel structure wielding enormous power over all aspects of
government....The ISI had a staff composed of military and
intelligence officers, bureaucrats, undercover agents and
informers estimated at 150,000."8
The ISI actively collaborates with the CIA. It continues to
perform the role of a �go-between' in numerous intelligence
operations on behalf of the CIA. The ISI directly supports and
finances a number of terrorist organizations, including Al Qaeda.
The Missing Link
The FBI confirmed in late September, in an interview with ABC
News (which went virtually unnoticed) that the 9-11 ring leader,
Mohammed Atta, had been financed from unnamed sources in
Pakistan:
"As to September 11th, federal authorities have told ABC News
they have now tracked more than $100,000 from banks in Pakistan,
to two banks in Florida, to accounts held by suspected hijack
ring leader, Mohammed Atta. As well . . . "Time Magazine" is
reporting that some of that money came in the days just before
the attack and can be traced directly to people connected to
Osama bin Laden. It's all part of what has been a successful FBI
effort so far to close in on the hijacker's high commander, the
money men, the planners and the mastermind."9
The FBI had information on the money trail. They knew exactly who
was financing the terrorists. Less than two weeks later, the
findings of the FBI were confirmed by Agence France Presse (AFP)
and the Times of India, quoting an official Indian intelligence
report (which had been dispatched to Washington). According to
these two reports, the money used to finance the 9-11 attacks had
allegedly been "wired to WTC hijacker Mohammed Atta from

intelligence source):
"The evidence we have supplied to the U.S. is of a much wider
range and depth than just one piece of paper linking a rogue
general to some misplaced act of terrorism." 11
Pakistan's Chief Spy Visits Washington
Now, it just so happens that General Mahmoud Ahmad, the alleged
"money man" behind 9-11, was in the U.S. when the attacks
occurred. He arrived on the 4th of September, one week before
9-11, on what was described as a routine visit of consultations
with his U.S. counterparts. According to Pakistani journalist,
Amir Mateen (in a prophetic article published on September 10):
"ISI Chief Lt-Gen. Mahmoud's week-long presence in Washington has
triggered speculation about the agenda of his mysterious meetings
at the Pentagon and National Security Council. Officially, he is
on a routine visit in return to CIA Director George Tenet's
earlier visit to
Islamabad. Official sources confirm that he met Tenet this week.
He also held long parleys with unspecified officials at the White
House and the Pentagon. But the most important meeting was with
Marc Grossman, U.S. Under Secretary of State for Political
Affairs. One can safely guess that the discussions must have
centred around Afghanistan . . . and Osama bin Laden. What added
interest to his visit is the history of such visits. Last time
Ziauddin Butt, Mahmoud's predecessor, was here, during Nawaz
Sharif's government, the domestic politics turned topsy-turvy
within days." 12
Nawaz Sharif was overthrown by General Pervez Musharaf. General
Mahmoud Ahmad, who became the head of the ISI, played a key role
in the military coup.

collaboration negotiated between Ahmad and Armitage. Meeting
between General Ahmad and Secretary of State Colin Powell

Condoleezza Rice's Press Conference
In the course of Condoleezza Rice's May 16 press conference
(which took place barely a few hours after the publication of the
"Bush Knew" headlines in The New York Post), an accredited Indian
journalist asked a question on the role of General Mahmoud Ahmad:

Ms RICE: Yes?
Q: Are you aware of the reports at the time that the
ISI chief was in Washington on September 11th,
and on September 10th $100,000 was wired from Pakistan
to these groups here in this area? And
why was he here? Was he meeting with you or anybody in
the Administration?
Ms RICE: I have not seen that report, and he was
certainly not meeting with me.13

Although there is no official confirmation, in all
likelihood General Mahmoud Ahmad met Dr. Rice during the
course of his official visit. Moreover, she must have been
fully aware of the $100,000 transfer to Mohammed Atta,
which had been confirmed by the FBI.
Lost in the barrage of media reports on �foreknowledge', this
crucial piece of information on the ISI's role in 9-11,
implicates key members of the Bush Administration including: CIA
Director George Tenet, Secretary of State Colin Powell, Deputy
Secretary of State, Richard Armitage, Under-Secretary of State
Marc Grossman, as well Senator Joseph Biden (Democrat), Chairman
of the powerful Senate Foreign Relations Committee (who met
General Ahmad on the 13th of September)."According to Biden,
[Ahmad] pledged Pakistan's cooperation".14.
Mysterious 9-11 Breakfast Meeting on Capitol Hill
On the morning of September 11, General Mahmoud Ahmad, the
alleged "money-man" behind the 9-11 hijackers was at a breakfast
meeting on Capitol Hill hosted by Senator Bob Graham (Democrat)
and Representative Porter Goss, respectively chairmen of the
Senate and House Intelligence Committees. Also present at this
meeting was Pakistan's ambassador to the U.S. Maleeha Lodhi. The
report confirms that other members of the Senate and House
Intelligence committees were present.
"When the news [of the attacks on the World Trade Center] came,
the two Florida lawmakers who lead the House and Senate
intelligence committees were having breakfast with the head of
the Pakistani intelligence service. Rep. Porter Goss, R-Sanibel,
Sen. Bob Graham and other members of the House Intelligence
Committee were talking about terrorism issues with the Pakistani
official when a member of Goss' staff handed a note to Goss, who
handed it to Graham. "We were talking about terrorism,
specifically terrorism generated from Afghanistan," Graham said.
Mahmood Ahmed, director general of Pakistan's intelligence
service, was "very empathetic, sympathetic to the people of the
United States," Graham said.
Goss could not be reached Tuesday. He was whisked away with much
of the House leadership to an undisclosed "secure location."
Graham, meanwhile, participated in late-afternoon briefings with
top officials from the CIA and FBI." 15
While trivialising the importance of the 9-11 breakfast meeting,
The Miami Herald (16 September 2001) confirms that General Ahmad
also met Secretary of State Colin Powell in the wake of the 9-11
attacks.
"Graham said the Pakistani intelligence official with whom he
met, a top general in the government, was forced to stay all week
in Washington because of the shutdown of air traffic "He was
marooned here, and I think that gave Secretary of State Powell
and others in the
administration a chance to really talk with him," Graham said. 16
With the exception of the Florida press (and Salon.com, 14
September), not a word was mentioned in the US media's September
coverage of 9-11 concerning this mysterious breakfast reunion.
Eight months later on the 18th of May, two days after the "BUSH
KNEW" headline hit the tabloids, the Washington Post published
an article on Porter Goss, entitled: "A Cloak But No Dagger; An
Ex-Spy Says He
Seeks Solutions, Not Scapegoats for 9/11". Focussing on his
career as a CIA agent, the article largely served to underscore
the integrity and commitment of Porter Goss to waging a "war on
terrorism". Yet in an isolated paragraph, the article
acknowledged the mysterious 9-11 breakfast meeting with ISI Chief
Mahmoud Ahmad, while also confirming that "Ahmad :ran a spy
agency notoriously close to Osama bin Laden and the Taliban":
"Now the main question facing Goss, as he helps steer a joint
House-Senate investigation into the Sept. 11 attacks, is why
nobody in the far-flung intelligence bureaucracy -- 13 agencies
spending billions of dollars -- paid attention to the enemy among
us. Until it was too late.
Goss says he is looking for solutions, not scapegoats. "A lot of
nonsense," he calls this week's uproar about a CIA briefing that
alerted President Bush, five weeks before Sept. 11, that Osama
bin Laden's associates might be planning airline hijackings.
"None of this is news, but it's all part of the finger-pointing,"
Goss declared yesterday in a rare display of pique. "It's
foolishness." [This statement comes from the man who was having
breakfast with the alleged "money-man" behind 9-11 on the morning
of September 11]
Goss has repeatedly refused to blame an "intelligence failure"
for the terror attacks. As a 10-year veteran of the CIA's
clandestine operations wing, Goss prefers to praise the agency's
"fine work."
On the morning of Sept. 11, Goss and Graham were having breakfast
with a Pakistani general named Mahmud Ahmed -- the
soon-to-be-sacked head of Pakistan's intelligence service. Ahmed
ran a spy agency notoriously close to Osama bin Laden and the
Taliban. 17
While the Washington Post acknowledges the links between ISI
Chief Mahmoud Ahmad and Osama bin Laden, it fails to dwell on the
more important question:
What was Mahmoud doing on Capitol Hill on the morning of
September 11, together with Rep. Porter Goss and Senator Bob
Graham and other members of the Senate and House intelligence
committees?
Neither does it acknowledge the fact, amply documented by media
reports that "the money-man" behind the hijackers had been
entrusted by the Pakistani government to discuss the precise
terms of Pakistan's "collaboration" in the "war on terrorism" in
meetings held at the State department on the 12th and 13th of
September.
When the "Foreknowledge" issue hit the street on May 16th,
"Chairman Porter Goss said an existing congressional inquiry has
so far found 'no smoking gun' that would warrant another
inquiry." 18 This statement points to an obvious "cover-up".
The Investigation and Public Hearings on "Intelligence Failures"
In a bitter irony, Rep. Porter Goss and Senator Bob Graham, --the
men who hosted the mysterious September 11 breakfast meeting with
the alleged "hijacker's high commander" (to use the FBI's
expression), had been put in charge of the investigation and
public hearings on so-called "intelligence failures".
Meanwhile, Vice President Dick Cheney had expressed anger on a
so-called "leak" emanating from the intelligence committees
regarding
"the disclosure of National Security Agency intercepts of
messages in Arabic on the eve of the attacks. The messages (...)
were in two separate conversations on Sept. 10 and contained the
phrases 'Tomorrow is zero hour' and 'The match is about to
begin.' The messages were not translated until Sept. 12" 19
Red Carpet Treatment to the Alleged "Money Man" behind 9-11.
The Bush Administration had not only provided red carpet
treatment to the alleged "money man" behind the 9-11 attacks, it
also had sought his �cooperation' in the "war on terrorism". The
precise terms of this �cooperation' were agreed upon between
General Mahmoud Ahmad, representing the Pakistani government and
Deputy Secretary of
State Richard Armitage, in meetings at the State Department on
September 12 and 13. In other words, the Administration decided
in the immediate wake of 9-11, to seek the �cooperation' of
Pakistan's ISI in "going after Osama", despite the fact
(documented by the FBI) that the ISI was financing and abetting
the 9-11 terrorists.
Contradictory? One might say that it's like "asking the Devil to
go after Dracula."

U.S. Customs Was Looking For Evidence of Terror Funding
Feds Searched Offices Of Seven McKinney Donors

Rep. Cynthia McKinney (D.-Ga.) took $5,500 in campaign
contributions in 2001 from seven donors whose organizations�
offices were recently searched by federal agents as part of an
effort to collect information about terrorist groups.
Among these donors was Abdurahman Alamoudi, an avowed supporter
of the terrorist groups Hamas and Hezbollah. Alamoudi gave
McKinney $2,000 on Sept. 11, 2001, according to a Federal
Election Commission (FEC) report. Another three of the seven
donors� contributions were also received on that date.
Each of the seven McKinney contributors is associated with at
least one of six organizations whose offices were searched in
late March by the Customs Service. These organizations include
the Success Foundation, the Safa Trust, Mar Jac Investments, the
International Institute of Islamic Thought, the Graduate School
of Islamic and Social Sciences, and the York Foundation.
Four of the seven contributors�Yaqub Mirza, Jamal Barzinji, Taha
Al-Alwani, and Ahmad Totonji�are mentioned by name in a search
warrant issued to the Customs Service by a federal court, a copy
of which was obtained by Human Events. The warrant, signed by
Federal Magistrate Theresa Buchanan, authorized Customs to seize
financial records from 21 groups in search of evidence of
"material support to foreign terrorist organizations, conspiracy
to defraud the United States by impeding the functions of the
Internal Revenue Service, and conspiracy to engage in
international transfers of money to promote offenses against
foreign nations involving murder or destruction of property by
means of explosives."
None of the McKinney contributors has been charged with any
crime, a Customs spokesman said.
Two of the contributors�Mirza and Barzinji�did not return calls
from Human Events, although Mirza denied any wrongdoing in an
interview with the Washington Post. Totonji hung up during a
telephone interview when asked about his contribution to
McKinney. Alamoudi�who was also in the news last week over his
earlier contributions to McKinney and Rep. James Moran
(D.-Va.)�could not be reached by telephone.
Won�t Discuss Donations
McKinney�s campaign reported taking 24 donations worth $13,850 on
Sept. 11, 2001�her second-biggest fundraising day of the year,
according to FEC records.
McKinney spokeswoman Dana Mott refused to speak to Human Events
about the context of these donations. "I just can�t discuss
that," she said. She referred all inquiries on the matter to
McKinney�s campaign headquarters in Georgia. No one answered the
phone at the campaign headquarters last week, and messages left
on its answering machine by Human Events went unanswered.
An FEC spokesman said that campaigns are supposed to report
donations on the date they receive them, which may not be the
same date the gifts are made. One of McKinney�s September 11
contributors�Sabah Jabri, a retiree from San Diego�told Human
Events that he sent his $250 contribution after receiving a
fundraising letter from McKinney "some time during the summer."
Mott also said she could not discuss whether McKinney would
return Alamoudi�s donation. Other politicians�such as President
Bush, Sen. Hillary Clinton (D.-N.Y.) and Rep. John Sununu
(R.-N.H.)�all returned contributions from Alamoudi after he
declared his support for the terrorist group Hamas to a cheering
crowd at an October 2000 demonstration in front of the White
House. "Hear that, Bill Clinton? We are all supporters of Hamas,"
he said during a rally shortly after the beginning of the
Palestinian Intifada. Later in the demonstration, he cited press
reports labeling him as a supporter of Hamas, and said, "I wish
they added that I am also a supporter of Hezbollah."
Other press reports have recently noted Alamoudi�s earlier
contributions to McKinney, including $1,000 during the 2000
election cycle.
Human Events� analysis of McKinney�s contributions also found
that, unlike previous election cycles, when she got 20% to 40% of
her campaign cash from outside Georgia, McKinney received more
than 90% of her itemized individual contributions from outside
her state in 2001.
During the period Sept. 11- Dec. 31, 2001, all but one of her 108
itemized contributions came from individuals from out-of-state.
Of those 108 contributions, 100 came from Americans with clearly
identifiable Arabic first names.
McKinney supports the Palestinians in the Israeli-Palestinian
conflict, and opposes racial profiling.
McKinney created a controversy when she suggested on a Berkeley,
Calif., radio station on March 25 that President Bush may have
withheld prior knowledge of the September 11 terrorist attacks so
that his friends could profit from the war that was sure to
follow.
