Toole was a vicious criminal with a known taste for human flesh, and is believed to be the killer of Adam Walsh, son of television's "America's Most Wanted" John Walsh.
On June 30th of 1998, Henry Lee Lucas -- the most prolific and one of the most sadistic serial killers in the annals of American crime -- was scheduled for execution by the State of Texas. George W. Bush had not granted clemency to any condemned man in his tenure as governor. In fact, no governor in the entire history of the country has carried out more judicial executions than George W. Bush. With a background similar to that of Charles Manson and of a similar age, Lucas was born near Blacksburg, Virginia on August 23, 1936. Lucas's upbringing, like Manson's, was brutal, and by the time he was 23 years old he had served two terms in prison. Eventually Lucas was arrested and charged with the murder of his mother and in March of 1960 he was sentenced to 40 years in jail. He was, however, paroled 10 years later (1970). Just three blocks from the prison, he raped and murdered a woman. Although this Michigan murder never caught up with him, Lucas did spend four of the next five years, from 1970 - 1974, in Jacksonville Prison in Florida on a kidnapping conviction. the prison system was remarkably generous to both Lucas and Manson. On August 6, 1975 Lucas met up with Otis Toole in Carbondale, Pennsylvania. Toole was a homosexual and already a member of a Satanic cult. The two men traveled the country robbing, raping and murdering. Toole, a self-described arsonist and cannibal, savagely murdered scores of victims of all ages, races and genders. However, on June 18th, just twelve days before Henry's scheduled execution, Governor Bush asked the State Board of Pardons and Paroles, who were appointed by Bush himself, to review Henry's case. Eight days later the Board uncharacteristically recommended that Henry's execution not take place! The very next day, Lucas became the first, and to date the only, recipient of Governor -- now President -- Bush's "compassionate conservatism." In the book Henry tells of his indoctrination into a nationwide Satanic cult, and says that he was trained by the cult in a mobile paramilitary camp in the Florida Everglades in the fine art of killing. Other training involved abduction and arson techniques. The first task he was given was the murder of one of the "students," a young black homosexual who had betrayed his oath to the Devil. He slit the man's throat and later that same evening, a Satanic ritual was performed in which the dead man's heart was cut out, his blood drained, and his body dismembered. All of the initiated members of the Hand drank the dead man's blood and ate pieces of his flesh. The remains of the body were then burned at an altar. There were several hundred students at the Hand of Death training camp, coming from six different countries; over half of them were women. The camp provided unlimited access to all kinds of drug taking, which was encouraged recreational activity. Liquor was available, and after evening ritualistic sacrifices, there would be a drug/sex orgy involving all of the campers. The daytime part of the program included a full curriculum of training courses in murder, rape, car theft, drug trafficking, and every other form of organized criminal activity. Henry claimed to have served the cult in various ways, including as a contract killer and as an abductor of children who were then taken just over the boarder to a ranch in Mexico near Juarez. Henry has said that this cult operated out of Texas and from a ranch in northern Mexico, trafficking in children and drugs along with other various and sundry activities. Some of the murders were political hits, including the occasional assassination of foreign dignitaries. Toole, prior to his death in 1996, was able to give detailed accounts of he and Henry's activities that largely corroborated Henry's storiesabout the cult. Henry has claimed on numerous occasions that it was he who personally delivered the cyanide to Jim Jones that was used in the now infamous Jonestown massacre. He described traveling to Guyana on a chartered plane and delivering the poison. He also says that he was approached to carry out an assassination of President Jimmy Carter, a job which he declined although the price tag was very lucrative. He also said that the rumors circulated among the membership that Lee Harvey Oswald had been a member. Lucas eventually was picked up by the police and claims to have had a religious conversion. The Sheriff of Williamson County, Texas, Jim Boutwell, began an extensive debriefing/investigation of Lucas in August, 1983, which led Lucas to reveal information about the Hand of Death. As a result, a Lucas Task Force was created involving county sheriffs, the Texas Rangers, and the FBI. Though never broached in the book, the training camp as described clearly had military connections, and it was explicitly stated that the cult included among its members various prominent persons, including high level politicians. Harry V. Martin and David Caul reported in "Mind Control," (Napa Valley Sentinel, August-November 1991): Lt. Commander Thomas Narut is a US Navy psychologist who claims that the Office of Naval Intelligence had taken convicted murderers from military prisons, used behavior modification techniques on them, and then relocated them in American embassies throughout the world. Narut is of the US Regional Medical Center in Naples, Italy. The information was revealed at an Oslo NATO conference of 120 psychologists from the eleven nation alliance. The Navy provided all the funding necessary, according to Narut. Dr. Narut, in a question and answer session with reporters from many nations, revealed how the Navy was secretly programming large numbers of assassins. He said that the men he had worked with for the Navy were being prepared for commando-type operations, as well as covert operations in US embassies worldwide. He described the men who went through his program as "hit men who could kill on command." Careful screening of the subjects was accomplished by Navy psychologists through the military records... and many were convicted murderers serving military prison sentences. The intelligence community, it seemed, was recruiting from prisons to make use of the natural talents of convicted killers to produce the fabled "Manchurian Candidates" -- mind controlled assassins. Prisons have, after all, provided fertile ground for any number of MK-ULTRA sub-projects for decades. This operation described by Narut involved killers drawn from military prisons, though there is no reason not to suspect that parallel programs were being conducted in civilian prisons as well. Clearly of relevance is that Lucas, during his ten-year-prison stay prior to his release in 1975, spend four-and-a-half of those years in a mental ward, during which time he received intensive drug and electroshock treatments. During this time he complained chronically of hearing "voices in his head; taunting him day and night." For anyone who doubts that the CIA (or any other of the numerous interwoven intelligence agencies) would recruit such a man, it is important to remember that we are talking about the same agencies that recruited Klaus Barbie, Josef Mengele, Adolf Eichman, Otto Skorzeny, and Reinhard Gehlen. Lucas' story is not without precedent. For example, the cult-run ranch just south of the border, excavated in 1990 in Matamoros, Mexico, yielding the remains of over a dozen ritual sacrifice victims. While Otis Toole, still alive at the time, noted that this was not the specific ranch with which he and Lucas were associated, he also mentioned that there were numerous such operations in the area. Jim Boutwell, sheriff of Williamson County, Texas, told a reporter that investigators had verified that Lucas was indeed involved in cult activities. A decade later, another excavation revealed a ranch near Juarez, Mexico, just where Lucas claimed it to be. this story made a brief apearance in the American press in December of 1999 until US officials moved in to take over the investigation from Mexican officials after which coverage promptly ceased. It could just be coincidence that Toole, who was convicted in the state of Florida (and who is suspected in the disappearance, murder, and mutilation of Adam Walsh) had his death sentence commuted. It is interesting that both of these men had their death sentences set aside in states run by members of the Bush clan. Just a side note: Rafael Ramirez, known as the "Railroad Killer," was reported on July 13, 1999 to have walked across a bridge from Juarez, Mexico into El Paso, Texas and turned himself in. At the time he was wanted for a string of nine serial killings. Ramirez had been taken into custody several weeks prior by US Border Patrol, only to be promptly released despite his presence on FBI most-wanted listsand the issuing of alerts to the immigration service, and with a nationwide manhunt underway. Between this detainment and his surrender, four more victims were killed by Ramirez (who was, oddly enough, born in Matomoros.)
