Saddam's scientists are several years away from being able to produce the fissile component needed for a nuclear bomb on their own, the International Institute for Strategic studies said in a report. "If Saddam were able to obtain fissile material from abroad, steal it or buy it in some way, we certainly believe he has the ability to put together a nuclear weapon very quickly, in a matter of months," said report author Dr John Chipman The group also warned Saddam had stockpiled hundreds of tonnes of chemical weapons and deadly nerve gas to defend Iraq against invasion. But the report said these would not be a decisive threat to opposing military forces, who would wear protective suits, though they could disrupt logistical operations and threaten civilian populations. Dr Chipman said he did not believe Saddam Hussein had given up developing weapons of mass destruction: "War, sanctions and inspections have reversed and retarded, but not eliminated, Iraq's nuclear, biological and chemical weapons and long-range missile capacity, nor removed Baghdad's enduring interest in developing these capabilities," he said. "Wait, and the threat will grow," he warned. "Strike, and the threat may be used. "This strategic dossier invites governments and the public to make an early assessment of the relative risks of these different options and to choose a course that has the best chance of promoting regional and international security." Commenting on the report, Conservative leader Iain Duncan Smith warned that Saddam Hussein could be able to threaten the United Kingdom "if we don't take action now". Mr Smith told Sky News: "the evidence is there and that more will emerge that shows us that Saddam Hussein is a clear and growing danger to his neighbours and to the West, including the United Kingdom." A spokeman for Mr Blair said: "This is clearly a very serious piece of work. "It paints a powerful picture of a highly unstable regime, with access to biological and chemical weapons." He also revealed the dossier promised by Mr Blair, documenting evidence against Iraq, will not be released this week. "There is still a debate and discussion going on about precisely what we can and can't include. Obviously when it comes to intelligence there is always a very serious issue about how it should be produced without jeopardising your sources," the spokesman said. Meanwhile delegates at the TUC congress at Blackpool are expected to oppose military action in Iraq in a debate on the conflict.
