http://www.stratiawire.com/ MONDAY, SEPTEMBER 23, 2002 DRUGS, POWER, AND THE GAME BEHIND THE GAME SEPTEMBER 23. Backgrounder on global drug trafficking. Here are several statements made by a source of mine who formerly worked inside the US intelligence community. He has some very important things to say. “Let’s assume that the CIA has these little operations going in various parts of the world that involve drugs. Let’s say that this is in the 1950s. The CIA has little islands of its own people who are anxious to mount covert political operations, and they need cash to do that. They don’t want to try to tap into the regular CIA budget. “So they begin doing heroin deals. They act as middlemen and they find it is quite profitable. In the process they rub up against warlords in Asia and all sorts of people who have been in the heroin business for a long time. “And what happens? These CIA operatives—who are working to a degree on their own—begin to learn a lot more about how the global drug business works. They are not stupid people. By osmosis, they learn that uniform prices are being set for drugs all over the world. This fact cannot escape their attention. “So these more or less wildcat CIA people come to realize that drug trafficking is a top-down operation, because you have to set these prices at the top. They discover that banks are involved in laundering drug profits, and these banks, in Hong Kong and London, are key players. “Do you see what I’m getting at? Here you have wildcatters from the CIA who are coming in contact with the real international structure that runs the global drug business. This is very interesting to them [the CIA wildcatters], and these CIA men begin to relay pieces of that information back to their superiors, who already know some of this. “The knowledge base expands, and more people—this time, at higher levels of the CIA—are learning about global drug trafficking. Not to prosecute it, but to profit from it. “Drug money can really help finance CIA operations that are too hot and too delicate to be put though ordinary channels of approval. “But another thing is happening. CIA people and the real financiers of the global drug trafficking trade are starting to talk with one another. Cautiously, at first. Interchanges begin. “The CIA is in the business of protecting national security, but that doesn’t really involve keeping drugs off the streets of America. It should, but it doesn’t. So why not get further involved in the drug business? Drugs can be traded for weapons, too, and the CIA can always use weapons. “Gradually, the CIA and the real bosses of the global drug business began to cooperate. And if a bin Laden occasionally popped up as somebody who was trafficking in drugs too, so what? Let him alone. It would be very touchy to try to take down a drug dealer like bin Laden, given the fact that the CIA is trying to gain a foothold with the real bosses of the global drug trade. You don’t ingratiate yourself with Hong Kong and London bankers by taking down a significant international dealer like bin Laden. “So the CIA gets in deeper. And deeper understandings begin to form between the CIA and the real bosses of the global drug business. Together they begin to see how their mutual association can benefit both parties. “THEY ARE BUILDING A BUSINESS EMPIRE TOGETHER. That business becomes a major priority, and who better to offer protection than the CIA? “I’m just giving you a piece of the big picture here, but it does indicate how these groups learn from one another and how they ‘progress’ in their empire building. “In the world of making wars, the CIA learns to take it easy on enemies of the US who are in the drug business. So in the case of Iraq, a nation which like many others does support drug trafficking, there is delicate diplomacy at work. If the US is really going to attack Iraq and create a new regime there, some work will have to be done, work that will assure that the new regime fits right in to this drug trafficking business--or that another non-Iraqi network will be put in place. “The same is true of Afghanistan, where heroin is the major part of that economy. New people and old people are going to have to integrate themselves to make sure that the drug business keeps going and keeps expanding. This takes time. This takes agents on the ground who can oversee the changeover. Who better than the CIA to do this? “Of course, it’s all subsumed under the phony title of, WE’RE MAKING SURE THAT OUR INTELLIGENCE INFORMANTS ARE KEPT IN PLACE IN FOREIGN LANDS. “Whatever lies need to be told are told. But the major point is, the drug trafficking structure is solidified and expands and grows. And the participating parties are learning from one another all the time. As in any business. “To a significant degree, the global drug business BECOMES the intelligence business. The CIA isn’t the only intelligence agency involved. “Growing, expanding, learning, adjusting, planning, organizing—all this is happening. A business empire is being built and expanded. The CIA came into it rather late in the game, but its participation added one more piece to the operation. A welcomed piece. “You could say that the global drug business is a joint operation between the money and intelligence cartels. “When we use this as background, we see that the LAST thing these big groups care about is the health and well-being of the drug user or the potential drug user. For the CIA, for example, national security has NOTHING to do with the health and well-being of the American people. National security really means: THE RIGHT PEOPLE ARE IN POWER AND ARE RUNNING THINGS, POLITICALLY SPEAKING, ECONOMICALLY SPEAKING. “To see how airtight this whole drug business can become, just look at the case of Noriega in Panama. He was the CIA’s man there. For a long time. He was a helpmate to the CIA while he was running Panama. Then there was a falling out. I won’t go into the details of that right now. But Noriega knew that the ax was coming down on his head. He knew. “Why didn’t he hold an internationally televised press conference? Why didn’t he present documents and chapter and verse of his relationship with the CIA in the global drug trafficking business? Why didn’t he blow the whistle? “Because he knew, basically, that there was too much power above him. He was too far down on the food chain of power. The global press would have massacred him. So he stayed loyal to the basic power structure. He felt that whatever his fate was going to be, it was going to be better than what would have happened to him if he blew the whistle. “Saddam is in a similar position. His bible is power, and he knows that there is too much power above him. He has also been a CIA asset for a long time, and so far he has refused to reveal the real details of that relationship. He will not blow that particular whistle. Neither has bin Laden blown that whistle—although he, too, has operated as an agent of the CIA. “You have to reflect on these things, on the power structure to which these men are really loyal. They all know that their power ultimately derives from other people far above them on that food chain, and if they want to have any hope at all in the power game, they have to keep quiet about the REAL POWER STRUCTURE. “Drug profits, trillions of dollars, are a major part of that real power structure. “It is a curious and VERY interesting fact that, to these men--and many other men--wars and coups and military losses and defeats are really all SECONDARY to loyalty to a basic global power structure. The game we see being played out and reported in the press is not the real game. "You might say that these Noriegas and Saddams and bin Ladens are like members of a secret society. They swear loyalty, and if later on they anger people higher up in the fraternity, well, they just have to take their medicine. Going public on what they know about the secret society is not an option. You might think these Saddams are therefore in some sort of state of hypnosis. Well, this kind of loyalty is related to hypnosis." I would offer one follow-up analogy. This is a very imperfect metaphor, but it does make the proper point: Let’s say you are entered in an international chess tournament, which is a very intense competition. You may win, you may lose, you may go down to utter defeat. But you play the game, even though you know that the whole tournament is really a front for some other activity. You will take your chances at the chess tables. You will never reveal that the whole tournament is really just a part of a much larger operation that has all sorts of sinister components. Because if you do THAT, if you blow THAT whistle, you’ll never be allowed to play in another chess tournament again. So you’d rather go down to defeat at the chess tables. I could say much more about all this. But this is an important chunk. Consider this backgrounder a part one for which I may have a further briefing at a later date. www.ctrl.org DECLARATION & DISCLAIMER ========== CTRL is a discussion & informational exchange list.
