This is either deliberate disinformation or very sloppy research. Coming
from the CIA, I would say it is disinfo.
In 1999 there was an outbreak of WNV in New York in which seven people
died.
At about the same time there was a power failure at the government's Plum
Island facility where research was being done (on among other thing) West Nile
virus. Some believe some infected birds may have escaped at that time.
The following is an excerpt from a USDA report on the outbreak.

(CNN) -- The Central Intelligence Agency has not asked the Centers for Disease
Control and Prevention to investigate whether bioterrorism is behind the
outbreak of West Nile-like encephalitis in the New York City area, according
to the CDC.

associate professor of internal medicine at George Washington University,
recommends taking these precautions against encephalitis and other
insect-borne diseases:
•Wear long, protective clothing
•Stay
inside at dusk and dawn, the times when mosquito bites are most
likely
•Use insect repellents containing the active ingredient
DEET
•Spray both skin and clothing with the
repellent
"Our direction does not come from the CIA to
investigate a disease outbreak," CDC spokeswoman Barbara Reynolds
said.
The disease center was responding to an article in The New Yorker
magazine that hit the newstands Monday. The article reported that the CIA was
looking into claims by an Iraqi defector that Saddam Hussein was developing a
strain of West Nile-like virus for use as a biological weapon.
A CIA
official said Monday that the agency had looked into rumors that the outbreak
was the work of terrorists and concluded it wasn't.
The official, who
spoke on condition of anonymity, told The Associated Press there's no evidence
Iraq or any other foreign government was involved.
Until
this summer's outbreak, no illnesses attributed to the West Nile-like virus
had been confirmed in the Western Hemisphere.
"The CIA did
contact the disease agency recently after a London newspaper published a book
review six months ago. The book ... said that Saddam Hussein wanted to use the
virus "in some nefarious way," Reynolds said Sunday.
CDC will not 'rule
anything' out Reynolds said that CDC investigators "are not going to rule
anything in or anything out. But the possibility of bioterrorism is at the
bottom of the list for how some outbreak may have occurred.
"We're
investigating a disease outbreak by invitation of a state and local health
department," Reynolds said. "It appears Mother Nature is at work," she
added.
"Nothing indicates that this was anything other than a natural
outbreak," Jerome Hauer, the director of New York City's emergency management
office, said Sunday.
A strain of a West Nile-like virus has claimed the
lives of six people in the New York area since it was discovered in early
September. The mosquito-borne virus has infected 54 people in the New York
metropolitan area -- 39 in New York City, nine in Westchester County and six
in Nassau.
Crows that tested positive for the virus have been found in
six New Jersey counties. The virus lives in crows and other birds as well as
mosquitoes.
"There have been no confirmed cases in New Jersey of the
virus in humans," the New Jersey Department of Health spokeswoman Rita Manno
said Sunday.
Symptoms of the strain include fever and headache. In rare
cases, the virus can cause neurological disorders and death.
