Russia's energy minister visits US oil reserve October 02, 2002 Posted: 11:54 Moscow time (07:54 GMT) FREEPORT - Russia's top energy official toured a Strategic Petroleum Reserve site alongside his U.S. counterpart, becoming the first person from the former Soviet Union to visit one of the ultra-secure outposts where the nation's emergency oil supply is kept. "This is an unprecedented step, a step of trust of the United States in Russia," Energy Minister Igor Yusufov told reporters through a translator Tuesday after U.S. Energy Secretary Spencer Abraham and employees of the Bryan Mound site showed him around. Bryan Mound is a natural salt dome formation filled with 2,000-foot (600-meter) deep holding caverns, each located another 2,000 feet (600 meters) in the ground, meaning the emergency oil extends nearly a mile (1.6 kilometers) beneath the surface, operations superintendent Terry Easterling said. Aboveground are a series of pipes connecting the caverns to tanks, which accept oil from ships docking at the nearby port. Abraham said another reserve site next week will take 280,000 barrels of Russian oil as part of a deal struck over the summer with Koch Supply & Trading LP. In August, Koch became the latest supplier in President George W. Bush's plan to fill the nation's 700- million barrel reserve. Some 232 million barrels can be stored at the Freeport site. Like other suppliers, Koch supplies oil to the government in lieu of royalty fees it otherwise would pay for drilling federal leases in the Gulf of Mexico. Abraham said this week's U.S.-Russia Commercial Energy Summit in nearby Houston is a major step in linking American firms to producers in the former communist nation, which the United States would like to see become a major exporter to further dilute the influence of the Organization of Petroleum Exporting Countries, or OPEC. "Our energy plan argues for more conservation and energy efficiency, more domestic production and for diversifying world sources," Abraham said. Yusufov appeared intrigued by the Freeport reserve, which is protected by heavily armed private security agents. He said if Russia can develop a similar reserve in the next two to three years, it would be to keep prices in his nation's comfort zone. "Our opinion differs from that of OPEC's price corridor," he said. "The price corridor Russia considers fair is $20 to $25 a barrel. OPEC's corridor is $22 to $28 a barrel."
