Don't forget that most of the Middle East "democracies" (or those that pretend to be)(like all of them who claim the title) acquired their forms of government from JOE (Jollie Olde Engaland) which in this case mandates the confidence vote. Of course, Iraq has a much better turnout than JOE (~100% against ~25%).
