Ministry favors giving smallpox shots to all - and now



The Health Ministry believes it would be preferable to vaccinate the population against
smallpox now, but the political echelon - meaning the prime minister - has the final 
decision
on the issue. From the moment smallpox is released into the population, the public 
must be
fully vaccinated.

The Health Ministry fears that there could be complications in trying to vaccinate the 
public
in such a short period of time, due to the disorder that would likely ensue as a 
result of
panic, so it would be better to undertake the operation now in an orderly fashion, the
ministry's director general for communications, Yair Amikam said.

Ministry director-general Dr. Boaz Lev made a similar comment yesterday to the 
Knesset's
State Control Committee.

The need for smallpox vaccinations has arisen because of the threat of a biological 
terrorist
attack or a biological payload on a missile. The Health Ministry is worried about 
side-effects
that could be caused by the vaccine, especially if it turns out there was no security 
need for
the mass inoculations.

Lev so far has refrained from taking an unequivocal position on the issue, emphasizing 
that
he's leaving it to the prime minister. Until 1996, all IDF recruits were vaccinated, 
but
according to Prof. Aryeh Eldad, head of plastic surgery at Hadassah Ein Kerem and 
former
IDF chief medical officer, then-premier Shimon Peres gave the order to cease the 
smallpox
vaccinations in the army.

Eldad quit his job as head of the Health Ministry's epidemic treatment team, to 
protest the
fact that the team's recommendations for population-wide vaccination were not accepted 
by
Lev, who believes the decision is not the Health Ministry's but the prime minister's. 
"I agree
with Lev," says Eldad, "but I think he should be pressing the issue with the political
echelon."

A few months ago, Eldad and some other former chief medical officers for the army met
with Defense Minister Benjamin Ben-Eliezer to present their position. Eldad has also 
asked
to meet with Prime Minster Ariel Sharon on the issue, but has so far been turned down.
"The Health Ministry, like me, believes the population should be vaccinated. Our 
argument
is only about the timing and the issue of responsibility," says Eldad.

The Health Ministry has meanwhile prepared a public information campaign and is waiting
for the Defense Ministry to green light its release. But so far, the Defense Ministry 
has
refrained from doing so. MK Avi Yehezkel, chairman of the State Contol Committee, said
yesterday the government should already allow "voluntary vaccination." Maj. Guy Rubin,
head of the medical department in the Defense Ministry, told the committee yesterday 
that
the IDF intends to vaccinate all conscripts and reservists "on a voluntary basis."

Two months ago, the security cabinet ordered the inoculation of some 15,000 rescue
personnel likely to come into first contact with the results of a biological attack. 
So far,
some 10,000 have been vaccinated, but many are refusing, fearing side-effects. Lev 
plans
to appeal to hospital directors asking them and their staffs to provide personal 
examples. "If
the people in the health system aren't being vaccinated because of fear, how can we go 
to
the public if we have to vaccinate them?" asked the Health Ministry's Amikam yesterday.
