Suspected terror cell leader arrested in N.C. DETROIT -- A man accused of leading a terrorist sleeper cell has been arrested in North Carolina and will be extradited to Michigan to face charges, authorities said. Court papers identified the man as Abel-Ilah Elmardoudi, 36, of Minneapolis. The indictment alleged he ''provided direction'' to a Detroit terrorist cell. His alleged accomplices, Karim Koubriti, 24, Ahmed Hannan, 34, and Farouk Ali-Haimoud, 22, were arrested less than a week after the Sept. 11 attacks. A raid on a Detroit apartment the men shared yielded a cache of false documents and videotapes that appeared to case U.S. landmarks, authorities said. A fifth man, Youssef Hmimssa, was arrested Sept. 28, 2001, in Cedar Rapids, Iowa. He also is charged with fraud and misuse of visas. Elmardoudi was charged with providing material support to terrorists and with conspiracy to engage in fraud and misuse of visas, permits and other documents. He was arrested Nov. 5 outside Greensboro, N.C., federal authorities said. He appeared in U.S. District Court in Durham, N.C., and was ordered held without bond. Authorities said Thursday that he'll be transferred to Detroit. The government alleges the men were involved with an Islamic extremist movement and were taking actions to ''engage in or support holy war or global jihad.'' Three of them are accused of discussing in June 2001 whether ''Islam permitted the killing of innocent civilians.'' The indictment considers Elmardoudi an expert in airport security operations, telephone calling-card fraud and falsifying identification. Koubriti and Hannan are from Morocco.
