Canada Caps Abuse Claims Against Anglicans by Reuters Ottawa, 11/20/02  "The government announced a pioneering accord today that could save the Anglican Church of Canada from being bankrupted by rising abuse claims from Indians who attended church-run residential schools. The agreement, which aims to speed a resolution of the long-running issue, caps the liability of the Anglican Church at $25 million (Canadian), or $16 million. "The agreement preserves the financial integrity of the Anglican Church," said Ralph Goodale, the federal minister responsible for resolving the claims. Twelve thousand Indians, of the 90,000 former residential school pupils who are still alive, have filed claims against Ottawa and various churches, mostly alleging physical or sexual abuse. The schools were financed by the government but run by the Anglican, Roman Catholic, Presbyterian and United churches. New claims come in at 120 to 130 a month. The boarding schools were set up to provide education for Indian children in areas with sparse populations. But many who attended the schools, often against their will, have said there was systematic physical and mental abuse at the institutions. Most were shut by the mid-1970's, and the last closed in 1996. Five hundred sixty settlements have been reached, most often in cases where there have been criminal convictions. "There are obviously evidentiary challenges in reconstructing history that is a long time ago," Mr. Goodale said. Most claims also charge loss of language or culture, where, for example, students were required to speak English only. The government has fought any compensation for such claims, preferring instead to implement programs to restore native culture and languages.

Pentagon to Track American Consumer Purchases Thursday, November 21, 2002

WASHINGTON — A massive database that the government will use to monitor every purchase made by every American citizen is a necessary tool in the war on terror, the Pentagon said Wednesday.
Edward Aldridge, undersecretary of Acquisitions and Technology, told reporters that the Pentagon is developing a prototype database to seek "patterns indicative of terrorist activity." Aldridge said the database would collect and use software to analyze consumer purchases in hopes of catching terrorists before it's too late.  "The bottom line is this is an important research project to determine the feasibility of using certain transactions and events to discover and respond to terrorists before they act," he said.
Aldridge said the database, which he called another "tool" in the war on terror, would look for telltale signs of suspicious consumer behavior. Examples he cited were: sudden and large cash withdrawals, one-way air or rail travel, rental car transactions and purchases of firearms, chemicals or agents that could be used to produce biological or chemical weapons. It would also combine consumer information with visa records, passports, arrest records or reports of suspicious activity given to law enforcement or intelligence services. The Defense Advanced Research Projects Agency is home to the Pentagon's brightest thinkers -- the ones who built the Internet. DARPA will be in charge of trying to make the system work technically.

Detainee sues over treatment
Egyptian immigrant contends he was repeatedly searched, harassed  Bob Egelko, Chronicle Staff Writer Tuesday, September 10, 2002  An Egyptian immigrant who was picked up by the FBI the day after Sept. 11 filed a $1 million lawsuit Monday, claiming he was thrown into a maximum- security prison for 10 weeks and subjected to body-cavity searches and round- the-clock video surveillance. Hady Omar of Fort Smith, Ark., represented by San Francisco lawyers, says he was never charged with a crime but was detained by the Immigration and Naturalization Service for an alleged immigration violation that he is trying to clear up. He says his wife, a U.S. citizen, and the attorney she hired were not told of his whereabouts for two weeks.
Omar was taken to a high-security federal prison in Pollock, La., where he was subjected to a body-cavity search and rectal probe while nearly a dozen officers, male and female, watched from a window, some of them laughing at him, his suit said. The searches were repeated throughout his detention, and he was videotaped at all hours and monitored by guards when he showered or used the toilet, the suit said. Omar also said guards had mocked him when he said his Muslim prayers, eventually prompting him to pray under a blanket, and told him after some of his meals that he had eaten pork, in violation of his religion. He said he had asked from the onset to call his wife and attorney but had been told he had no right to use the phone and could be held indefinitely. He staged a brief hunger strike, was allowed to see a lawyer after two weeks and was released on bond in November after 73 days in custody, he said.
