This is a html file not a plain text file. I don't see how it could
possibly work as .ctwmrc.

Perhaps the wrong file was put there?

In my experience if part of a .ctwmrc file works but not another part, that
is usually because there is a syntax error between the working part and the
non-working part.

So you can test items in the file starting from the top and work down until
the first thing doesn't work, and look at the text between the last item
that works and the first one that doesn't.

Have you tried using this flag:

 --cfgchk

According to the 'man' file:

    This option causes ctwm to only try to parse the config file,
    and indicate whether errors are found.

Surely this should be handled by Libreoffice, not ctwm.
