Probably.  There's an iconmgr context for key bindings.  There are
f.{down,up,left,right}iconmgr functions, as well as some others (`grep
'^f\.' ctwm.1.adoc | grep -i iconmgr`) to bind them to that can do
things.  There's f.warptoiconmgr (assuming you can parse the
description, or ignore it and guess it'll DTRT) to hop over to it.

I don't know that anybody's tried, so there may be holes, but it seems
at a glance like at least 90% of it should be there.
