If you look at my .twmrc stuff on my webpage, you'll find that I generate the menus using a Perl preprocessor from a big giant hash. If one had experience with Perl (maybe with Tk or some other graphics library combined with it?), it shouldn't be too hard to write a frontend for writing the big hash that generates the menus.
