Release of ctwm 3.7 beta 3.

This release is specifically geared toward VMS users.  I've spent
quite a few hours chasing after unsigned vs. signed conflicts and a
few errors due to incorrect stuff in descrip.submms.

I've also added the possibility for gcc users to compile with a lot of
paranoia flags on.  You will find it in Imakefile.local-template if
you look for GCC_PEDANTIC.
Please do not send me reports about what you found when you turned it
on, my own laptop (with gcc 3.3.5) does a fine job already :-).

This release is tagged ctwm-3_7-beta3, and is distributed as a
preview, linked from http://ctwm.free.lp.se/.  It should be visible as
soon as deployed, which should be at around 11:10 UTC.

If you're a VMS user, please try this beta!
For the rest of you, it's not so important, but you're welcome to try.

As usual, patches are welcome!
