For lots of users it is, yes. We don't want to have anything core libcurl to
rely on anything (L)GPL licensed.
I've never looked at the source code before, so I could theoretically do a
cleanroom utf-8 -> utf-16 conversion function and BSD license it..
I would also assume that a "plain" utf-8 -> utf-16 conversion function would
be MUCH smaller and simpler than iconv is...
