This is probably wrong. It should point to the OpenSSL install "prefix", not the dir that contains the lib (only).
The prefix in your case looks like it should be /usr/local/ssl. That path also happens to be a default path where the configure script checks for OpenSSL so quite possibly you can use --with-ssl without specifying a path.
