I don't think a remote firewall can filter it this way. The problem is usually with a firewall running on your computer. That's why I've asked.
I suggest to use a network analyzer to figure out what's wrong.
If your PC is part of a managed local network, the network administrator can determine which program on which PC can enter the Internet on which port. Very restrictive. So - bad luck I would say.
