It is all up to the one who makes the binary. Reasons to use or not use a
particular 3rd party dependency would include:
* Size contraints
* License considerations
* No need for the feature/function
* Lack of said 3rd party library
* [others]
... libcurl does not _require_ any 3rd party library so all of them are up to
the one who builds libcurl to build with or without.
