Yes. That's what I'm reading. In my case only the first applies (non-windows line). What did you mean it has nothing to do with flooding? What does it have to do with? Are there other known conditions blocking may occur? I noticed there may be occasionally severe blocking if I remove a connection, e.g. I turn off the wireless card and turn it on again.
