Sure, the primary reason is probably:

 Those are all OpenSSL-specific pointers and libcurl can use any out of
 seven different SSL libraries.

And also, for those who use libcurl built with OpenSSL there is already the CURLOPT_SSL_CTX_FUNCTION curl_easy_setopt option which offers something similar to what you ask for.
