The "common" problem with changing directories over FTP is when the client isn't allowed to cwd to /abc but the server thinks it is ok to cwd to /abc/def directly and that's one reason why the CURLOPT_FTP_FILEMETHOD option exists.

If you have a client that manages to do the operation you want, then figure out what it does and then look into how to make libcurl do it like that.
