I can confirm this issue in 7.25.0 and later using the curl command line tool and the trial version of MS ISA server 2006 ( available here: http://www.microsoft.com/en-us/download/details.aspx?id=15244 ). Unfortunately, I'm a bit busy for the next couple weeks (damn work getting in the way all the time) and so will not have time to look into this further in the near term.
I figured out that this bug exists on all platforms and backends. The reason it wasn't detected by the test suite is due to defects in the tests. I hope to prove a fix both to the code and the test suite soon.
