I don't think we can say that for sure.

First, if you don't call curl_global_init() yourself - ever - then libcurl will do it for you at first real use.

Then, libcurl is often built to use one or more third party libraries that provide functionality and features you may want. I don't think we can or should claim things with absolute confidence on the behalf of those libs and what they could possibly do in edge cases or what not.

libcurl itself uses a limited set of static/global data.
