Very much so. This mailing list is for questions, issues and development of
libcurl - the library.
We do nothing with Octave and I don't even know what it is. I suggest you try
to find a mailing list or forum dedicated for that and ask there instead and
you're much more likely to find someone who can help.
If you have specific curl/libcurl related questions this is a good place!
