I think I originally went with "enable" just because people can in fact disable this so it is a matter of enabling the use of IPv6, not just a matter if you actually have support for it. The HAVE_* defines are usually the latter kind.

Of course, over time and these days, I think the amount of people who explicitly disable IPv6 is very small.

I don't think replacing the definition name offers any particular benefit.
