We are currently looking into this, so if there is any plan we would like to
contribute.
I've been meaning to get to it, but so far I've not reached there! =) But yes,
fast open is one of the things that can really help to reduce latency (at
least for HTTP requests). I'll be happy to help getting this supported in
curl.
As a little side-note, I've adopted this little document that I intend to post
to the IETF httpbis group first thing next week - and then work on updating
and extending - any hints or help you have for me will be appreciated! Titled
"TCP Performance Tuning for HTTP":
