OpenSSH upstream is discussing deprecation of SCP protocol:

Their current plan is to (re)implement the scp command-line utility over SFTP
but keep the server-side part of SCP unchanged for a certain period of time to
preserve compatibility with old SCP clients.
We should probably consider marking the SCP protocol deprecated also in curl
at some point to avoid surprises on user's side when the server part starts to
be decommissioned.
