Since we don't know why the proxy refuses the request we can't tell for sure if the options are fine. But sure, they look good enough.
What's unusual among the options is that you set proxytunnel for a plain HTTP request. A lot of proxies won't allow that, but that should still be treated the same for different libcurl versions...
