For all the other timeout options in curl, there are two forms available, the `TIMEOUT` one, which is based on `seconds`, and the `TIMEOUT_MS` one, which is based on `milliseconds`. However, there is only `CURLOPT_SERVER_RESPONSE_TIMEOUT` and no `CURLOPT_SERVER_RESPONSE_TIMEOUT_MS`, is it possible to add this option?
