Hello!

I intend to merge this PR [1] that introduces a warning message at the end of the configure run if you build curl to use a TLS library without support for TLS 1.3.

The TLS 1.3 spec shipped in 2018 and it is implemented widely by many TLS libraries - but not all.

I want to help users notice when they decide to build curl with a library that has not bothered to keep up with this TLS development.

The libraries in question are: BearSSL, mbedTLS and Secure Transport.
