The reason is simply that they were never intended/attempted to look the same and they are produced by two different code paths. The curl -v output was first done years before the CERTINFO functionality was added, and CERTINFO was provided in a way that is intended and aimed for being easier to deal with programmatically while the -v output is meant for human consumption.
Also: the curl -v output is likely to change again if you build curl with another TLS backend.
