I suggest we continue this discussion outside of these mailing lists, as it's too Debian-specific for them, I will at least send this reply so the question is not left pending in the archives. The tests are run for r-cran-curl, and here you can see the logs for amd64, showing that no regressions were spotted for the RC release: https://ci.debian.net/packages/r/r-cran-curl/unstable/amd64/58601562/ > 40s [ FAIL 0 | WARN 0 | SKIP 4 | PASS 146 ] So I don't know what happened to the previous cases, but if there's an autopkgtest, regressions should show up to the curl maintainers and the curl package would not migrate to testing automatically. You could reach out to the debci folks to understand what happened.
