Yeah, complicated.
When getting IPs for a hostname to connect to, we'd need to filter off the
ones already at max, which could make us end up with no IPs or just IPs that
fail - which then presumable would not be treated as "real" connection
failures but would put the transfer in a waiting queue instead.
