make depend - error.

In current tree( 6.99.34 ) for build kernel using "config" without "build.sh",
outside "/usr/src" need "NETBSDSRCDIR" or "BSDSRCDIR" environment variables 
stated.
Without this "make depend" in build folder give out error.
In stable tree this environment not needed.
Maybe is it normal?
