Ok, so this issue is probably not specifically about /dev. (My /dev is a tmpfs mount created at boot-time because root is mounted read-only and, at least back when I first set this system up, /dev needed to be writeable. I can't remember why at the moment.) > It looks as if my /var/shm is empty too.
